WHEREAS, the proliferation of professional squatter and squatting syndicates has been a
perennial problem of the government and continues to beset the LGU’s nationwide, not only in the
urban areas but in the rural areas as well;
WHEREAS, the government is very serious in addressing the problem. However, such would
only be realized with the help of the local government units;
WHEREAS, Section 27, R.A 7279 otherwise known as the Urban Development and Housing
Act of 1992 states that “the local government units, in cooperation with the Philippine National Police,
the Presidential Commission for the Urban Poor (PCUP), and the PCUP-accredited urban poor
organization in the area, shall adopt measures to identify and effectively curtail the nefarious and
illegal activities of professional squatters and squatting syndicates;
WHEREAS, Executive Order No. 153, dated December 10, 2002 instituted the national drive
to suppress and eradicate professional squatters and squatting syndicates;
WHEREAS, Section 29 and 32 of R.A 7160 or the Local Government Code of 1991, provides
for the power of supervision by the province over component cities and municipalities, and by the
cities and municipalities over their respective barangays;
1. The City Mayor who shall serve as Chairman with permanent alternate;
2. The Local Chief of the PNP with permanent alternate;
3. The representative of the PCUP with permanent alternate;
4. The President of the PCUP- accredited urban poor organization with permanent alternate;
5. The duly designated or deputized representative of HUDCC;
6. The President of the Liga ng mga Barangay of the City;
7. The representative from the private sector who shall be chosen by the above members.
Section 2. POWERS AND FUNCTIONS. Pursuant to Section 2.2.2 of Executive Order 129 and
Section 9 (b), Chapter II of the Implementing Guidelines, the Committee shall have the following
powers and function:
1. Adopt the necessary measures to identify and effectively curtail the activities of
professional squatters and squatting syndicates, including the names of public officials
and/or private individuals or entities suspected of abetting or tolerating the commission of
said acts;
2. Provide the Housing and Urban Development Coordinating Council (HUDCC) and the
National Housing Authority (NHA) copies of the list of identified professional squatters and
squatting syndicates in order to safeguard against their inclusion in future government
housing programs/projects and recommend their disqualifications in existing programs;
4. File or assist the complainant in filing the appropriate charges before the Prosecutor’s
office;
6. Monitor eviction and demolition activities and establish its own monitoring system;
7. Submit reports to the Housing and Urban Development Coordinating Council (HUDCC) and
to the Office of the President, copy furnished the concerned agencies involved in the
implementation of R.A. 7279; and
Section 3. MEETINGS. The Committee shall meet regularly once every quarter on such date
to be determined by the members thereof. A Special meeting may also be called at anytime,
especially during emergencies, by the Chairman or upon the written request of the majority of
the members thereof.
Section 4. SEPARABILITY CLAUSE. If any part of this Order is held unconstitutional or
invalid, the other parts or provisions thereof not affected shall continue to be in full force and
effect.
Section 5. EFFECTIVITY. This Executive Order shall take effect immediately.
