EXECUTIVE ORDER NO. 55

AN ORDER CREATING THE TECHNICAL WORKING GROUP (TWG) TO WORK OUT

THE CONVERSION OF THE MUNICIPALITY OF UBAY INTO A COMPONENT CITY IN
RESPONSE TO THE HOUSEBILL NO. 5203 ENTITLED “CONVERTING THE
MUNICIPALITY OF UBAY INTO COMPONENT CITY TO BE KNOWN AS THE SCIENCE
CITY OF UBAY” FILED BY HON. MARIA VANESSA C. AUMENTADO, BOHOL 2ND
DISTRICT REPRESENTATIVE

WHEREAS, Bohol 2nd District Representative Congresswoman Maria Vanessa C.

Aumentado filed House bill 5203 last September 2022 converting the Municipality of Ubay
into a component City and be known as the Science City of Ubay;
WHEREAS, the Municipality of Ubay is a first-class Municipality composed of forty-four (44)
barangays located in the northeastern part of Bohol Province. It is the most populous and
the biggest municipality in the Province in terms of land area approximately almost eight
times (8x) larger than the capital City of Tagbilaran;

WHEREAS, Republic Act 11683 entitled “An act amending section 450 of Republic Act No.
7160 or otherwise known as the Local Government Code of 1991, as amended by Republic
Act no. 9009, By providing for the requisites for the conversion of a municipality into a
component city and for other purposes” was approved last April 10, 2022;

WHEREAS, the Municipal Development Council adopted resolution No. 11-2022 last
December 5, 2022 earnestly requesting the members of the 19th congress to favorably
consider/prioritize the House bill no. 5203 through Senator. Joseph Victor G. Ejercito- Senate
Committee Chairman on Local Government and Congressman. Rexlon T. Gatchalian-House
of Representatives Committee Chairman on Local Government;

WHEREAS, the Municipal Development Council adopted resolution No. 12-2022 last
December 5, 2022 earnestly requesting the Regional Development Council (RDC) and the
Provincial Development Council (PDC) chaired by Governor Erico Aristotle C. Aumentado to
favorably endorse to the 19th congress and to support the House bill no. 5203;

NOW THEREFORE, by virtue of the power vested upon me by law, I, CONSTANTINO H.

REYES, Mayor of Municipality of Ubay, do hereby constitute the TWG to work out the
Conversion of the Municipality of Ubay into a Component City in response to House bill
5203 and order the following:

SECTION 1. COMPOSITION. The following are members of the TWG:

a. EnP. Maxwell Cutamora - Municipal Planning & Development Coordinator
b. Atty. Ernesto O. Golosino - Municipal Legal Consultant
c. Atty. Roel Tumarao - DILG- Local Government Operations Officer
d. Hon. Christopher Villadores - SB Committee Chair Ways and Means
e. Hon. Ambrocio Dasoc - ABC President
f. Hon. Felix C. Cutamora - Punong Barangay of Lomangog/ABC alternate rep.
g. Elizabeth B. Pabellan-CPA - Municipal Treasurer
h. Mr. John Larry Evangelista - Public Information Officer
i. Representative of Congresswoman Hon. Maria Vanessa C. Aumentado
SECTION 2. FUNCTIONS. The TWG perform the following functions:
a. Prepare the requirements or documents needed for the application of the Municipality
of Ubay into a component city;
b. Closely coordinate with the office of the Bohol 2nd District Representative and the 19th
Congress through the concerned committees;
c. Attend committee hearings, meetings and conduct benchmarking in relation to House
bill 5203;
d. Inform and recommend the Local Chief Executive regarding the Cityhood application
of the Municipality of Ubay in relation those bill 5203.

SECTION 3. SEPARABILITY CLAUSE. If any provisions of this executive order is declared
unconstitutional or invalid, other sections or provisions hereof shall not affected thereby shall
remain valid and subsisting.

SECTION 4. REPEALING CLAUSE. All orders or parts thereof which are inconsistent with
the provisions of the Executive Order are hereby repealed or modified accordingly.

SECTION 5. EFFECTIVITY. This Executive Order shall take effect immediately.
