SUBJECT : GUIDANCE ON THE ACCREDITATION OF NON-GOVERNMENT

ORGANIZATIONS (NGOs) AND CIVIL SOCIETY ORGANIZATIONS
(CSOs) AT THE BARANGAY LEVEL FOR PURPOSE OF SELECTION
AS MEMBERS IN BARANGAY-BASED INSTITUTIONS

With the assumption to Office of the newly-elected barangay officials and the re-
organization/re-constitution of the Barangay-based Institutions (BBIs) including the
Barangay Development Council (BDC), Barangay Peace and Order Committee (BPOC),
Barangay Anti-Drug Abuse Council (BADAC),, among others, all barangay officials are
enjoined to encourage barangay-based NGOs and CSOs to take part in the accreditation and
selection processes.

Moreover, barangay officials are encouraged to comply with the requirements, schedule of
implementation and procedure of the NGO/CSO accreditation as provided in the
aforementioned DILG issuances.

Barangays are to be guided by the following procedures/steps in the accreditation and

selection of CSO/NGO representatives to the BBIs:

1. Dissemination of Notice of Call for Application and Accreditation to all community-

based CSOs/NGOs;
2. Preparation of the List of Participating CSOs/NGOs by the Barangay Secretary;
3. Accreditation Process;
4. Notifying all participating NGOs/CSOS on the status of their application for
accreditation;
5. Issuance of Certificate of Accreditation;
6. Selection of Representatives/Membership to the BBIs; and
7. Convening the CSO/NGO representatives to the BBIs.
