I. RATIONALE
Pursuant to Republic Act No. 6975, otherwise known as "Department of the Interior and
Local Government Act," the Department, through the National Barangay Operations Office
(NBOO), is mandated to maintain and update the Masterlist of Barangays, Barangay
Officials and Barangay Socio-Economic Profiles. In compliance to this, the Barangay
Information System (BIS) has been developed to expeditiously and systematized the process
in gathering, storing and maintaining data and information. It is integrated in the DILG
Intranet that serves as the centralized log-in to other DILG web applications. The BOPS
is one of the modules of the BIS.
The BOPS will be used in gathering the profiles of the elected and appointed barangay
officials, including the profiles of other appointed barangay officials like the members of
Lupon and Tanod, Barangay utrition Scholar, Barangay Health Workers, Daycare
Workers, VAW Desk Officers and BADAC Cluster Leaders nationwide. Also, it has the
capacity to verify the names of the deceased barangay officials in processing their death and
burial claims for their beneficiaries and it can immediately facilitate the request of this
Department's clients in the issuance of Certification to barangay officials who wants to avail
benefits pursuant to Section 393(c) of the LG Code of 1991, among others.
IL PURPOSE
To systematize and facilitate the establishment of the BOPS and to ensure effective and
efficient service delivery to the clientele of this Department.
III. SCOPE/COVERAGE
The profiles of all elective and appointive barangay officials include: name, position,
rank, term, birthday, and highest educational attainment, among others.
This policy shall apply to all DILG Regional, Provincial, City and Municipal Offices,
ARMM Regional Office, and others concerned.

IV. GENERAL GUIDELINES
a. All incumbent elective and appointive barangay officials shall accomplish the BOIS
upon assumption to duty and submit the same to DILG HUC, ICC, CC and Municipal
Field Officers. Only signed and verified BOIS will be considered valid for encoding to
the BOPS.
b. The DILG R/P/C/M Focal Persons shall register to the intranet to have access to BIS.
The Regional Information and Communications Technology Unit (RICTU) of
respective Regional Offices has the authority in granting access to the system. Once
the account has been created, inform the RICTU concerned regarding the granting of
access to the BIS.
c. All the concerned panies shall see to it that data are always complete and updated.
The data generated from the system shall be considered as the official data of
elective and appointive barangay officials.
d. The ISTMS shall be responsible in the maintenance and enhancement of the System.
1. Ensure the dissemination of the BOIS to their respective elective and appointive
barangays officials in their jurisdiction upon assumption to Office. In addition, they
are accountable on the veracity of information being written in the BOIS and in the
collection of filled-out BOIS.
2. Validate and encode the data/information of the BOs from the filled-out BOIS to
the BOPS. The original copy of the filled-out BOIS shall be kept by the DILG
HUC, ICC, CC and Municipal Field Office/s and the concerned BOs shall also
secure a copy of his/her filled-out BOIS for ready reference.
3. Update the profiles of the barangay officials immediately, through the BOPS, when
there are changes in terms of death, resigned, dismissed, among others.

B. DILG Provincial Office shall:
1. Ensure the dissemination of the BOIS to their respective jurisdiction and monitor
their compliance.
2. Assign BOPS focal person who shall validate and monitor the progress of encoding
of the City and Municipal Field Officers in their jurisdiction to the BOPS.

encoding in the System. On the other hand, the DILG Regional Infonnation
Technology Officer (RITO) shall be responsible in providing technical assistance
within their respective regions.
1. Ensure the dissemination of the soft/hard copies of BOIS to the DILG Regional
Offices and monitor their compliance.
2. Provide and update the BOPS database management guidelines and procedures, as
may be necessary, and monitor compliance/progress of encoding.
These revised guidelines shall be reviewed periodically to ensure the continued smooth
implementation of the program.
All DILG Regional Offices shall cause the widest dissemination of this Circular to all
concerned.

VIL REPEALING CLAUSE
All existing issuances issued by the DILG which are deemed inconsistent herewith are
hereby suspended. DILG Circular No. 2007-12 dated December 26, 2007 is hereby
cancelled.

BENEFICIARIES: This part of the BOIS contains the beneficiaries of the Barangay Official that is being used
as reference in processing the Death Benefit Claims of the deceased barangay officials. Other appointive
barangay officials may also provide this information for future reference.
NOTES:
• Print entries using BLACK INK ballpen only. Also, a soft copy may be accomplished electronically
and must be printed using BLACK INK only.
• All information should be provided accurately, as it will be the permanent record in the Barangay
Officials' Profile. Thus, it is the responsibility of the barangay official/s to provide an updated copy of
BOIS, for any amendment.
ANNEX"C'
The Barangay Information System (BIS) - Barangay Officials' Profile (BOP) Module is a tool
developed to establish the Profile of elective and appointive barangay officials nationwide.
1. The National Barangay Operations Office (NBOO) shall disseminate soft copy of BOIS to the
DILG Regional Offices through email.
2. The DILG Regional Offices shall be responsible in disseminating the BOIS to their respective
field offices.
3. The DILG City and Municipal Field Offices shall secure soft and hard copy of the BOIS together
with the Guidelines in Filling-up the BOIS, and ensure its availability for use of the elective
and appointive barangay officials.
I. The elective and appointive barangay officials (Punong Barangays, Sangguniang Barangay
Members, SK Chairperson, SK Members, Barangay Treasurer, Barangay Secretary, Indigenous
Peoples Mandatory Representative (IPMR) and other appointive barangay officials) must
accomplish the BOISin accordance with the Guidelines.
2. Only signed and verified BOIS will be considered valid for encoding to the BIS.
I. Accomplished BOIS must be submitted to DILG City/Municipal Offices, for encoding to the
online-BIS.
2. All original and signed copy of BOIS must be checked for completeness and must be verified and
validated before encoding to the Online-BOPS by the DILG City/Municipal Officer.
3. The DILG City/Municipal Offices are responsible for the safekeeping and archiving of all original
BOIS.

The data generated from the system shall be considered as the official data of Elective and Appointive
Barangay Officials. All the concerned parties shall see to it that data are always complete and
updated.
The National Barangay Operations Office (NBOO) is the authorized issuing office of Cenification
and for any reports generated from the system (i.e. Masterlist of Barangay Officials) at the
National Level.
VII. Maintenance
The Information System and Technology Management Service (ISTMS) shall be responsible in
the maintenance of the DILG Intranet, ensure that the System is available 24(7, and regularly
secure a database backup.
