Legal Bases
● Section 393 (b) (2) of the Local Government Code and Executive
Order No. 115 Entitled "Authorizing Payment Of Death Benefits
To Barangay Officials Who Die During Their Term of Office dated
August 2, 2002 signed by Former President Gloria Macapagal
Arroyo

● DILG MC 2018-17 dated February 14, 2018 - Guidelines for the


Online Administration of DBC Claims under Barangay
Information System (BIS) Module

● DILG Memorandum Circular 2020-175 dated December 29, 2020 -


Amendment of DILG MC 2018-17 dated February 14, 2018

○ An Advisory dated May 4, 2021 was released reiterating the


amount of Death Benefit shall be in accordance to the DILG MC
2018-17

Legal Basis

● DILG MC 2022-132 dated October 20 2022 - Amendment to the


DILG Memorandum Circular (MC) No. 2018-17 on the Online
Processing of Death and Burial Benefits of Barangay Officials
who Died during their Term of Office, in connection with the
Implementation of Executive Order No. 115, to include Death
and Burial Benefits of Indigenous People's Mandatory
Representatives (IPMRs) in Barangay Pursuant to Executive
Order No. 139 S. 2021

Beneficiaries/Claimants

● The eligible claimants are those reflected in BIS-BOPS that


was filed by incumbent Barangay Official, prior to their death
at the DILG City/Municipal Office

● The primary beneficiaries are the spouse (widow/widower) and


the legitimate, legitimated, legally adopted, or illegitimate
children of the deceased barangay official.
● The secondary beneficiaries are the dependent parents.
● If in case the claimants are not included in the lists of the
beneficiary, he/she must present legal documents to be eligible for
the claims enumerated in the CCSRF.

Coverage

● Punong Barangay, Sangguniang Bayan Members, Barangay


Treasurer, Barangay Secretary and Sangguniang Kabataan
Chairpersons who died during their incumbency in 2002 and
thereafter

● IPMRs who died during their incumbency in the 2018-2020


Term of Office and thereafter.

Benefits

● Punong Barangay - Php 20,000.00 death benefit + Php 2,000


burial assistance

● Sangguniang Bayan Members, Barangay Treasurer, Barangay


Secretary and Sangguniang Kabataan Chairpersons - Php
10,000 death benefit + Php 2,000 burial assistance

● IPMR - Php 10,000 death benefit + Php 2,000 burial assistance

Required Documents
Documentary Requirements
1. Accomplished DBC Form 001
2. Oath of Office
3. Certificate of Incumbency (Issued by the Punong Barangay or C/MLGOO)
4. Certified true copy of Death Certificate of the deceased barangay official
5. Photocopy of Government-issued ID of claimant
Claimant’s documents whichever is applicable: Original or Certified True Copy
(atleast 1)
a) Marriage Certificate, if the claimant is the widow/widower of the deceased BO
b) Birth Certificate, if claimant is a son/daughter of the deceased BO
c) Birth Certificate of the deceased or affidavit of two disinterested parties, if the
deceased BO is single and the claimant is his/her parent/brother/sister.
d) In case of multiple designated beneficiaries/claimants of deceased BO, only one
check shall be issued to the person whom the beneficiaries agreed from among
themselves to receive the check.
e) A designated beneficiary/legal heir who is a minor shall be represented by a

guardian. An affidavit of Guardianship shall be executed for the purpose.

f) Photocopy of Police Report, in case the matter of death of the deceased
barangay official is not a natural cause
g) Joint Affidavit of Two (2) Disinterested Persons or Photocopy of Birth
Certificate in case of discrepancy in the name of the deceased barangay official
