Standard Operating Procedure for disposal of mutation, legal heir enrolment & misc. cases for minor mistake
corrections through Duare Sarkar camps from 16/08/2021 to 30/09/2021
NAME TITLE
1. PURPOSE:
Like last year, the Government of West Bengal has decided to bring its services again at the doorsteps of
the citizens. In the Block level offices, the citizens are generally compelled to pay multiple visits for getting
particulars of their land correctly recorded in the record-of-rights. To mitigate this misery, the
Government aims to make its services more and easily accessible. This will in turn also help to make the
land records updated. There are many services of the Department where no fees are required now. These
services can be provided to the citizens in camp mode from the Duare Sarkar Programme which will start
from 16/08/2021.
(b) Mutation on grounds of inheritance (warish): The Government of West Bengal has also waived
processing fees for mutation on grounds of inheritance and hence this service can also be provided to
the citizens from the Duare Sarkar camps.
(c) Minor typographical record correction: Citizens often get harassed in getting minor typographical
corrections done in their record-of-rights, which in turn impede them in getting various other services of
the Government where production of correct land records is necessary. The service for such minor
corrections in the land records like correction of spelling mistakes in the raiyat’s name,
father’s/husband’s name correction, address correction, removal of special characters can easily be
provided at Duare Sarkar camps, as no fee for this service is charged by the Government.
3. ELIGIBILTY CRITERIA AND MODE OF DISSEMINATION
The main intention of the Government in the Land & Land Reforms and Refugee Relief & Rehabilitation
Department is to observe the maxim of “governance at the people’s doorstep” without charging any fees
through the Duare Sarkar programme. Anybody owning land in the State of West Bengal is eligible to
access the above services, free of cost, and they should be served with great passion and dignity.
Clear and readable display signage in easily comprehensible language should be arranged at the pavilions
of the L&LR and RR&R Department mentioning the services for which applications can be submitted so
as not to puzzle/confuse the citizens. If, however, any citizen comes forward asking for any other
services of the department not mentioned in this SOP, then he/she should be courteously guided to
visit the concerned BL&LRO office.
4. RESPONSIBLITIES
5. SPECIFIC PROCEDURE:
(a) The pavilion of the L&LR and RR&R Department at Duare Sarkar camps will be manned by at least two
officials not below the rank of Group-C, amongst whom one should be proficient in basic operation of
computers. The citizen will submit their applications in simplified forms devised for the above-mentioned
services, either in English or Bengali vernacular. Whenever required, the officials manning the pavilion
will help the applicant in filling up the application form and provide her/him with the information
required for correctly filling up the same by consulting the departmental website
(http://banglarbhumi.gov.in) over the internet. When applications for mutation (not for those which are
submitted on grounds of inheritance) will be received, the officials present at the pavilion will also get
the following declarations signed by the applicant:
i) Declaration for mutation,
ii) Declaration for use of agricultural land for agricultural purpose and
iii) Declaration to the effect that the concerned deed by which mutation is sought for is not fake
or tampered with.
For this, sufficient copies of pre-printed declaration forms, as stated above, should be kept at the
counters and such declarations should be properly attached with respective application forms.
(b) As soon as a citizen approaches the camp, s/he will be guided to a DS Registration Counter, where
her/his basic information will be entered in the Duare Sarkar portal (https://ds.wb.gov.in). The counter
will provide her/him the Duare Sarkar portal generated unique Registration ID. Thereafter, the
applicant will be guided to the concerned Department’s pavilion, where s/he will submit her/his
application for the required service. After receiving the application, it should be summarily scrutinized by
the officials manning the counter, to ensure the correctness of information provided therein in presence
of the applicant. Details of the application along with DS Camp unique Registration ID (from the Duare
Sarkar portal) should then be noted in separate (services wise) registers with continuous serial numbers
and the Application Number (as indicated in the following table) should be legibly inscribed on the
application form in the space provided for the purpose. Such serial numbers may be termed as “Duare
Sarkar Application Numbers” for L&LR and RR&R Department.

The officials will, thereafter, acknowledge the application and give a receipt thereof to the applicant after
legibly filling up the required information at the bottom portion of the application form and tearing it off
with proper care keeping the information so filled intact.
(c) The officials present in the camps should also check the mobile number of the applicant written in the
application forms, as far as possible, so that system generated automated notices can be sent to the
applicant.
(d) Proper receipt of applications and maintenance of the receipt registers at the camps, serializing the
applications received shall be ensured by the Officers visiting the camps.
(e) At the end of the day, the officials present in the counter will sort and segregate the applications on
the basis of the nature (services sought for) of such applications and arrange to send them to the
concerned BL&LRO office. At the BL&LRO office all applications shall instantly be entered into e-
BHUCHITRA system on the same day along with their DS Camp unique Registration ID and the
automated system generated case number should then be written in the application form in the proper
space given for this purpose. An additional field for capturing the Duare Sarkar portal generated unique
Registration ID will be provided in the e-Bhuchitra.
(f) The BL&LRO will then prioritize the applications by consulting the application forms based on the serial
number noted therein and allot them to the SRO-II/RO or keep them in her/his own account for
instantaneous disposal. System generated mutation notices should be generated on the same day itself,
i.e., on the date of receipt so that the case can be disposed of forthwith. However, service of such notices
and taking hearing of the case etc. shall not be required, as the land for which mutation is sought for has
been procured directly from the recorded raiyat.
(g) Copy of updated record-of-rights (parcha) should be delivered, without fail, to the applicant at the
next camp organized at/for the same place by generating the office copy of the newly created khatian(s)
and noting the Duare Sarkar Application Number therein. However, such copy of the new khatian(s) so
delivered shall NOT be a signed copy and the words “Not a certified copy” should be inscribed thereupon.
The applicants may be advised to collect certified copy of RoR either through online mode or from the
BL&LRO office on payment.
(h) Cases under mutations on the ground of inheritance should be enquired into within 7 days from the
date of receipt.
I) Each service recipient will be handed over A system-generated SUVECHHA BARTA (to be issued from
e-Bhuchitra portal) bearing his/her name along with ROR from the delivery counter.

7. FORMS
Separate simplified forms in both Bengali and English (annexed separately) for inviting applications for
the services specified for the Duare Sarkar campaign have been devised. ADM and DL&LROs should
arrange for printing of sufficient copies of these forms and these should be made available at the
DL&LRO/SDO/SDL&LRO/BDO/BL&LRO offices beforehand and also at the camps.
