SUBJECT : SUBMISSION OF GENDER AND DEVELOPMENT

PLAN AND BUDGET (GPB) FOR FISCAL YEAR 2022
AND GAD ACCOMPLISHMENT REPORT (GAD AR)
2020

DATE : January 05, 2021

In view of the annual submission of the GAD Plan and Budget and
GAD Accomplishment Report, we would like to reiterate the guidelines in
the observance of the timeline set forth in the PCW-NEDA-DILG-DBM
JMC 2016-01 regarding the abovementioned subject:

 January 2021: the Local Chief Executive shall issue a

directive (i.e. Memo or Executive Order) to all local
government unit (LGU) departments/offices for the
preparation if their 2022 GPB and 2020 GAD AR;

 January 31, 2021: all LGU departments/offices including the

barangay shall be able to formulate and submit their GAD AR
of the preceding year; and

 March 2021: the consolidated GPBs, together with GAD AR,

shall be submitted to the City/Municipal Planning
Development Office (C/MPDO) in the case of barangay;
and to the Provincial Planning Development Office (PPDO)
in case of the component cities and municipalities to

ensure the alignment of the GAD PPAs of the concerned LGU

to the priorities of the LGU exercising jurisdiction over it.

Consequently, the guidelines in the preparation and submission of

the LGU GAD Accomplishment Report are as follows:

a. The GFPS shall prepare their annual GAD AR based on

the DILG approved GPB or the enacted GPB following
prescribed form. Activities completed until the end of the
year may be included in the final LGU GAD AR.

b. Barangays shall submit their GAD AR for consolidation and

review of the cities/municipalities while the latter shall
submit their GAD AR for review and consolidation of their
respective provinces. Provinces, ICCs and HUCs shall
submit their GAD AR to the DILG Regional Office.

c. Accomplishment on the implementation of GAD PPAs

funded under the Official Development Assistance (ODA)
projects including the amount spent for such shall be
reflected in the GAD AR; and

d. The annual GAD AR shall be accompanied by the

following: (1) brief summary of the reported program or
project, (2) copies of the reported policy issuances, (3)
result of HGDH test, and (4) actions taken by the LGU on
COA Audit findings and recommendations.

Further, to facilitate smooth submission of the said reports, please

be guided on the following:

 The Barangay GPBs, in hard copy, shall be submitted

to the DILG CITY/MUNICIPAL LOCAL
GOVERNMENT OPERATIONS OFFICERS
(C/MLGOO) for review and endorsement upon initial
review and endorsement of the C/MPDC;

 The component cities and municipalities’ GPBs shall be

submitted to the DILG PROVINCIAL OFFICES for
review and endorsement upon initial review and
endorsement of the PPDC. Submission will be through
the GAD Plan and Budget Monitoring System; and

 For provinces and highly urbanized cities, the GPBs

shall be submitted to the DILG REGIONAL OFFICE for
review and endorsement. Submission will be through
the GAD Plan and Budget Monitoring System.

Lastly, kindly enjoin the LGUs under your area of responsibility to

submit their GAD Accomplishment Report 2020 on or before
January 31, 2021, and their GAD Plan and Budget 2022 on or before
March 31, 2021.
