SUBJECT: CONDUCT OF BARANGAY ANTI-DRUG ABUSE COUNCILS

(BADACs) FUNCTIONALITY AUDIT WITH FY 2019 AND FY 2020 AS
THE YEARS UNDER REVIEW

Attached, for your guidance and compliance, is the advisory dated February 17, 2021
from Undersecretary Bernardo C. Florece Jr., DILG Officer-in-Charge, regarding the
abovementioned subject.

In addition to the said issuance, please be guided by the following:

1. Scope of Audit

a) All Provincial/Highly-Urbanized City (HUC) Offices shall assess

all barangays within their areas of jurisdiction for FY 2019 and FY 2020
performance years

3. Encoding of Results and Uploading of Forms through Google Sheets and Google
Folders, respectively

a) For FY 2020 BADAC Functionality Audit (FY 2019 Performance Year under
review), continue encoding the results of the assessment and uploading of
accomplished and duly signed forms to the Google sheets and folders,
respectively, previously shared with you. The same will be re-shared to the
official email address of the Provincial/HUC Offices for easy access;
b) Separate Google sheets and folders will be provided for FY 2021 BADAC
Functionality Audit (FY 2020 Performance Year under review) and will be
shared to you upon receipt from NBOO;
c) Said Google sheets will be the official monitoring sheets. Real-time
provincial reports are linked to regional reports and to the national
summary. Should you opt to use localized sheets in monitoring, ensure that
the same is reflected to the Google sheets shared by this level;
d) The DILG Provincial/HUC BADAC Focal Persons shall be responsible for
sharing and granting requests of access to the shared Google sheets and
folders. Hence, the Regional Office will not provide access to individuals to
restrict and protect the data and confidentiality of the audit;
e) Avoid adding new sheets to the shared worksheet. All unnecessary sheets
added in the official monitoring sheet will be removed;
f) All C/MLGOOs and DILG Provincial/HUC focal persons are advised to
avoid deleting of formulas, use of “copy and paste” function, and dragging
of cells to copy one cell input as these affect the formulas set in the cells;
and
g) Access to the official Google folders and sheets will be restricted after the
aforementioned deadlines.
