FOR THE IMPLEMENTATION OF PEACE AND ORDER
INFORMATION SYSTEM FOR BARANGAYS (POIS)

THIS IS IN REFERENCE TO THE ABOVE-MENTIONED SUBJECT WHEREIN THE BTSE


PROJECT IS TO IMPLEMENT THE SUBSCRIPTION TO PEACE AND ORDER INFORMATION
SYSTEM FOR BARANGAYS (POIS) WHICH AIMS TO ENSURE THE MAINTENANCE OF DATA
ON PEACE AND ORDER AT THE COMMUNITY LEVEL, THEREBY NEEDING TO HARMONIZE
AND CENTRALIZED DATABASE OF RELEVANT INFORMATION

SUBJECT : CONDUCT OF A QUICK SURVEY NATIONWIDE TO GAUGE THE


READINESS OF THE BARANGAYS FOR THE
IMPLEMENTATION OF PEACE AND ORDER INFORMATION
SYSTEM FOR BARANGAYS (POIS)

The Barangay Tanod Skills Enhancement (BTSE) Project aims to equip the Barangay
Tanods with the necessary knowledge and skills to carry out their mandated duties
and responsibilities in the maintenance of peace and order, and to effectively and
efficiently perform their roles as first responders and in crime scene preservation.

To deliver the capacity development trainings for Barangay Tanods in barangays


within the justice zone, DILG has been in collaboration with other government
agencies under the Justice Sector Coordinating Council (JSCC)
Recently, to ensure that barangays outside the justice zones are likewise covered,
NBOO came up with a Project Design that will complement the efforts of the JSCC in
capacitating Barangay Tanods.
One of the Implementing Strategies of the BTSE Project is the Subscription to Peace
and Order Information System for Barangays (POIS). This is to ensure the
maintenance of data on peace and order at the community level, thereby needing to
harmonize and centralize database of relevant information.
Thus, the BTSE Project shall collect, store and analyze various peace-and-order data
sets, and shall serve as a monitoring and reporting system for barangays through
POIS. It shall serve as a data bank of information such as but not limited to Barangay
Crime Statistics, Functionality Audit for Barangay Peace and Order and KP- Related
Data.
However, prior to the subscription of the Peace and Order Information System (POIS)
for barangays, there is a need to conduct a quick survey nationwide, to gauge the
readiness of the barangays to implement the system. The survey will look into their
capacities in terms of the following:
1. Hardware - presence of internet connectivity, desktops, laptops
2. Software - programs, other operating systems compatible with
POIS
3. Peopleware - presence of IT literate in the barangay

accomplished by the concerned Regional and Field Offices. Please submit the
