Dear Director Suyko,

The JMC-2015-01 or the National Evaluation Policy Framework (NEPF) jointly issued by the
Department of Budget and Management (DBM) and the National Economic Development
Authority (NEDA) provides the guideline for the purposive conduct of evaluation of government
implemented programs and projects. The Local Government Academy (LGA), for its part, has
adopted in 2010, the results-oriented approach to program management and assessment of
program effectiveness. In this manner, accurate and reliable data can be provided to top
management as bases for evidenced-based decision making and program improvement.

This year, the LGA is conducting an evaluation of the Barangay Newly Elected Officials
(BNEO) towards Grassroots Renewal and Empowerment for Accountable and Transparent
(GREAT) Barangay Program (BNEO-GREAT Program). Relative to this, may we request your
assistance in the dissemination and accomplishment of this online survey questionnaire (SQ)
through this link https://bit.ly/lga-bneogreateval-sq-01 to the concerned barangay officials in
your region.

As we acknowledge the crucial and indispensable contribution of each region to the successful
implementation of the BNEO-GREAT Program, we recognize that each has their own story to
tell regarding their experiences with the program. Hence, we are seeking your help in
facilitating the accomplishment of the herein attached SQ (see attached Form No.
BNEOGREATEval-2023-SQ-04-DILG-RO) by members of your BNEO-GREAT program
management team. This SQ can be answered individually or collectively by those involved in
the management and implementation of the BNEO-GREAT program.

On account of the limited time available to complete this evaluation, may we request that this
SQ be accomplished on or before June 23, 2023 to allow time for consolidation and analysis
of the collected data. You may send the accomplished SQ or any queries you might have to
