SUBJECT SUBMISSION OF BARANGAY MONITORING REPORT ON THE


IMPLEMENTATION OF THE HALINA'T MAGTANIM NG PRUTAS
AT GULAY (HAPAG} SA BARANGAY PROJECT

Reference : DILG Advisory dated June 19,2023

This Department issued Memorandum Circular 2O23-OO1 dated January 3, 2023,


entitled "lmplementation of the Halina't Magtanim ng Prutas at Gulay (HAPAG) sa
Barangay Project", which provides the guidelines on the implementation of the said
Project.

Moreover, an advisory dated February 14, 2023 was released to provide


supplemental guidelines to MC 2023-001, particularly in the biannual monitoring the
performance of the barangays on the implementation of the said Program, provided
the following indicators, to wit:

. Established Barangay Community Garden, including information on the total


land areas;
o Ordinance enacted for the establishment of a Barangay Community Garden;
. Designated sangguniang Barangay Member to manage the barangay
community garden;
. Organized Barangay Nutrition Committee (BNC);
o Formulated Barangay Nutrition Action Plans (NAp);
. Approved Barangay Development Plan and Annual lnvestment Program
integrating nutritional program, projects, and activities;
. Conducted at least one (1) advocacy campaign/awareness raising to the
barangay residents on community household gardening, including its
importance and benefits;
. Record on the types of vegetable and/or fruit seedlings planted;
. Record on the types and quantity of harvested vegetables and/or fruits (in
kilos);

o Established group of volunteers to help in the establishment and maintenance
of the barangay community garden as well as conduct of advocacy campaign
on household vegetable gardening and/or planting of fruit-bearing trees;
r Record on the incomegenerated from the barangay with the
vegetable/backyard gardens; and
o Semestral Report on the compliance of barangays with the establishment and
operations of the barangay community garden submitted to DILG
City/Municipal Field Office.

ln relation to the above, the first semester submission of the the HApAG sa
Barangay Project monitoring report set on or before July 14, 2023 shall also
include the following additional performance indicators per the latest Advisory
released by NBOO:

Barangay
r Geotagged photo documentation of Barangay operations within their respective
community gardens (e.9. pictures of in-action planting and harvesting of
vegetables indicating the electronic time stamp and location coordinates);
r Barangays with bamboo planted in their community garden;
o Total weight in kilograms of identified vegetables and fruits harvested in the
barangay community garden; and
o Designation of sangguniang Kabataan (SK) or youth organization Leader in
the barangay to assist in the establishment, operation, and maintenance of the
Barangay Community Garden.

City/ Municipal Govemmeht


r LGU-led initiatives/ innovations (e.g. awards and recognition, partnership, etc.)
in the implementation of HAPAG sa Barangay project;
r Assistance (e.9. financial, technical, and administrative assistance) for the
implementation of HAPAG sa Barangay project provided to the component
cities/ municipalities and barangays, if any; and
o List of Programs, Projects, and Activities (ppAs) that contribute to Food
Security, if any.

Fu.rthgr, a one hundred fifty (150)- to five hundred (s00)-word narrative report shall be
submitted by the cities and lone Municipality regarding the implementation of the
ITPAG sa_ Barangay Project in their respective jurisdiCtion which may include the
following information:

o Executive Summary;
o statistics on the number of compliant barangays on the implementation of the
HAPAG sa Barangay Project;
r lnitiatives and lnnovations in the implementation of the said project;
o Assistance provided to the component barangays on the implementation of the
same project;
r Other PPAs that contribute to food security in the country; and
o Photo documentation with electronic time stamp and location coordinates of
every picture, if feasible.

Barangay Officials are enjoined to:

a Perform functions and ensure compliance pursuant to DILG MC No. ZO23-01


dated January 3, 2023, Advisory dated February 14, 2023, and other related
issuance on the implementation of the HAPAG sa Barangay project; and
a For monitoring purposes, take geotagged pictures of the in-action planting
and/or harvesting in the barangay community garden. The pictures will be
submitted to their respective city/Municipal Agriculture office (c/MAo) or cityt
Municipal Planning Development Office (C/MpDO), copy furnished to the Cli/
Municipal DILG Field Office.

City and Municipal Governments are enjoined to:

r Provide technical and administrative assistance to its component Barangays;


o Ensure LGU compliance in all indicators as stated above;
o Prepare a narrative report on the implementation of the HApAG sa barangay
Project in accordance to the set guidelines;
r Conduct validation activities whenever necessary;
o The city Agriculture office or the city planning Development office shall assist
the DILG Field ofiice in performing the following roles and responsibilities:
o Monitor the compliance of its respective component barangays pursuant
to the DILG MC No. ZO23-O3 dated January 3,2023, and Advisory dated
February 14, 2023, on the implementation of HApAG sa Barangay
Project;
o Ensure the submission of reports of its component barangays as
stipulated in the Advisory dated June 19,2023; and
o Create a Google Drive Folder where their respective barangays can
upload geotagged pictures of their barangay community garaen and
assist them in uploading those pictures in the said Gdrive ioi monitoring
purposes. Ensure that the Google drive link can be accessed and
downloaded.

City Directors and the Pateros MLGOO are hereby directed to:

o submit your respective Field ofiice HAPAG Focal persons through this link:

ln relation to the preparation of the Department's input for the upcoming
SONA of the President, may we request for the submission of the
advance copy or encoding of the initial reports on or before July 06,
2023.

a Facilitate the immediate and widest dissemination of this memorandum and its
corresponding attachment within their respective areas of responsibilities and
among the concerned LGU offices; and
a Ensure the complete and timely submission of the needed form/report.
