A RESOLUTION APPROVING THE RESULT OF BARANGAY ACCOUNTABILITY

REPORTING AS PRESENTED ON APRIL 18,2023 AND THE ADOPTION OF
COMMUNITY DRIVEN DEVELOPMENT ELEMENTS IN THE BARANGAY
PLANNING AND DEVELOPMENT PROCESS SPECIFICALLY IN THE CRAFTING
OF LOCAL DISASTER RISKS REDUCTION AND MANAGEMENT PLAN.

WHEREAS, the Municipality of Manapla, province of Negros Occidental is one of the KALAHI-CIDSS
beneficiary and provided with community grants to be used for development projects. ;
WHEREAS, KALAHI-CIDSS modality of implementation was changed from regular to Disaster
Response Operation Management / Procedure (DROMP) due to the pandemic, caused by the spread of
COVID-19.
WHEREAS, the Disaster Response Operation Management / Procedure (DROMP) requires a community-
based monitoring and evaluation to document the experiences and lessons learned from the modality;
WHEREAS, a Barangay Accountability Reporting was facilitated as venue to assess and present the
implementation status of the program, projects and activities being lead by the barangay ;
WHEREAS, the Community Volunteers presented a comprehensive reporting and discussion of the Sub-
project Physical and Financial , compliances on Environmental and Social Safeguards , Status of the
Operation and Maintenance Groups, previous Sub-Project’s Sustainability Evaluation Test result, Status
of the BDRRM Plan , Transparency Mechanism including the Grievance Redress System and the
Summary of Experiences.
WHEREAS, the reporting had highlighted the community experiences in the implementation of the
current modality specific on the major lessons and learning on the implementation design and the
proposed integration of community driven development elements in the existing barangay planning and
development process. ;
WHEREAS, the Accountability Reports had provided the barangay substantial learning inputs on the
process that can be replicated in the forthcoming years for the benefits of the community;
NOW THEREFORE, on motion of BDRRMC Member Rolando E. Sequito , duly seconded by
BDRRMC Member Ruperto J. Baya Jr. , the body resolve to approve the RESOLUTION APPROVING
THE RESULT OF THE BARANGAY ACCOUNTABILITY REPORTING AS PRESENTED ON
APRIL 18,2023 AND THE ADOPTION OF COMMUNITY DRIVERN DEVELOPMENT ELEMENTS
IN THE BARANGAY PLANNING AND DEVELOPMENT PROCESS SPECIFICALLY IN THE
CRAFTING OF LOCAL DISASTER RISKS REDUCTION AND MANAGEMENT PLAN ;
RESOLVED FURTHER , that copies of this resolution are provided to KALAHI-CIDSS Office,
BDRRMC Office, MDRRMC Office, Sangguniang Bayan Members Office and Office of the Local of the
Local Chief Executive for Information and guidance.
