2025
INTRODUCTION

The Barangay is the basic political unit of the Philippine Society, as such, it serves as the
primary planning and implementing unit of government policies, plans and activities.
As a local government unit, barangay is mandated to provide basic services to promote the
over-all development of the community and its people. But because most rural communities do
not have the financial capability to implement the identified demand driven program and
projects, there is a need to prioritize the projects in order to maximize the utilization of limited
funds.

ACKNOWLEDGEMENT

First of all, we are very thankful to GOD Almighty who is the most generous and merciful.

I also take the opportunity to express a deep sense of gratitude to all the Barangay
employees of Barangay Local Government Unit (BLGU) of Anislagan for their untiring support
and willingness to spend some time with us to fill in the questioners.

We are grateful because we managed to complete our Barangay Development Plan

assignment within the time given by our Lectures from Municipal Planning Development Office
(MPDO), Sir John Lofstrand and Mam Chantelle S. Baysa. We thank them for their enthusiasm,
encouragement, and guidance, for a great working relationship. This plan cannot be completed
without their efforts and cooperation from our group members during the seminar/workshop we
had attended. Group members were Barangay Captains, Barangay Secretaries, Barangay
Kagawads and other functionaries.

Last but not the least, we would like to express our gratitude to our friends and
respondents, facilitators and for the accommodations given to us.

the bird an important instrument when they go to hunting, farming and do their day-to-
day activities. If the bird sings at the right side, you move your right hand, then if you
will not feel the pain and the bird sing again at your left side, then move your left hand
and check if you do not feel the pain because it means it is good for hunting. When you
feel the pain, it is negative sign and very dangerous and safe for you to stay.

In most Mansaka communities, the property laws and customs are orally transmitted from
generation to generation. The land areas found within the territory of a community not
claimed or occupied by a member of the community are considered the common property
of the people living in the area. The ownership of the land long time ago is through”
kanan-kanaan” or angkon-angkon” by the clan’s base on the boundary. Examples of the
boundaries are the creeks, falls, and mountains. The one who decides about the
boundaries is the Mangkatadong (elder), and the decision will be respected and followed
by all the children and the community.

1. Governance – To promote order, maintain security and advance the development of
their communities, level of leadership structure, pattern of authority and methods of

tribe. These serve as its indigenous socio-political structure and institution. Their
leader is called Matikadong and is considered to be the ultimate head of the Mansaka
tribe.
2. Power and Authority – The Matikadong as the head of the Mansaka Tribe, has the
power to hear and decided cases, help in the resolution of conflict involving members
of the tribal community. His title or position is not necessarily hereditary but an
acquired endowment from the community. To become a Matikadong a person has to
gain the tribe’s genuine respect and recognition.
3. Customary Laws – In accordance with the customs and traditions of the Mansaka
tribe, specific laws and rules are being imposed by a leader of the community which
is called the Matikadong. These rules are usually verbal and unwritten. They learned
these teachings from their elders, so this can be transferred from one generation to
another and is being observed and practiced. Defying such laws entails penalties or
punishment to which a Matikadong witnessed by a member of the clan of family will
decide.
