Mainit na pagbati sa mamamayan ng Barangay Maligaya


Ako ay lubos na nagagalak sa seminar na ginawa sa nakaraang ika -14 hanggang
ika -17 ng Nobyembre taong kasalukuyan (2022). Kaming mga halal ng Sangguniang
Barangay simula noong taong 2018 hanggang ngayon ay nagnanais na magkaroon ng
maayos at masaganang pamumuhay , mapayapang pamayanan ang aming
mamamayan . At ngayon muli kaming nagsama -samang pinag-usapan at
pinagplanuhan ang aming mga mga adhikain para sa ikabubuti ng aming mga
mamamayan at lalong tumaas ang antas ng pamumuhay ng aming mga kabarangay.
Lalong mapabilis ang pagdadala ng aming kalakal sa kabayanan. Ninanais naming mas
lalong matulungan ang mga magulang sa kanilang ikabubuhay at ng dahil dito ay
masusuportahan lalo ang mga kabataan sa kanilang pag-aaral . Kaya ako at ang
bumubuong Sangguniang Barangay ay gagawin naming lahat ng paraan sa abot ng
aming makakaya. Nais naming ipaabot sa kagawaran ng Interyor at Pamahalaang Lokal
(DILG) ang Taos pusong pasasalamat sa paglulunsad ng Barangay Development Plan.

1.1 History of the
Barangay

Maikling kasaysayan(Brief History)

Ang Barangay Maligaya ay kinilala bilang isang nagsasariling barangay


noong May 3,1982 sa pagsisikap ng kgg Mayor Jose C. Payumo Jr. Mayor
ng Bayan ng Dinalupihan noon.Ito ay matatagpan sa pagitan ng
Dinalupihan Bataan at Zambales, sa paanan ng bundok Malasimbu.

Ito ay maaring marating sapamamagitan ng pagdaan sa Barangay


Saguing,sa Ilang -Ilang Road na siyang daan upang makarating sa gitnang
bahgi ng Barangay Maligaya. Ito ay may mababang Paaralang
Elementarya noong taong 1994, sa tulong ng Kgg. Mayor Lucita Payumo;
dating Punong Bayan ng Dinalupihan.

Dati noong wala pang tulay ang mamamayan tumatawid sila sa ilog para
makapunta sa sentro ng Barangay Maligaya. Dati pa itong tubuhan at
walang masyadong kabahayan.

Sa ngayon ang Barangay Maligaya ay malayo sa dating mukha nito na


maputik at walang maayos na daan. Sa ngayon ito ay maunlad na at
maayos na ang daan at masasabing maaring manirahan na dito dahil
malayo sa biglang pagbaha. At ang paaralang Elementarya ay may
dalawang palapag na ngayon. At may court na para sa mga kabataang
naglalaro ng basketball . Kahit paano ay mayroon isang maliit na
barangay hall at Health Center.

two story class room and they have 8 total classroom with 8 teachers
and 1 principal.and also Day care center without playground and
located at Ilang-Ilang St .Together with the assistance of the MSWDO
and Day Care Worker .

does no Housing and Settlement, but there’s housing project our
Municipal Government for those who need.

Barangay maligaya has its own Health Center and 1 midwife .Together
with the assistance of the Barangay Health Workers,they serve the
community particularly the children by way of operation
Timbang ,Deworming ,Vitamins distribution ,Dots and Birth control
Program, Supplemental Feeding and assistance for Disabled persons and
also Senior Citizens
Health services in the barangay are delivered by four (4) Barangay
Health Workers, namely Marites Belleza, Marie Dula, Ruelsita
Sarmiento,Lorinda Gabriel and Mrs. Estrella Serrano is the assigned
midwife by the Rural Health Center to assist the augment the local
health personnel in the barangay. The resident can also access the
services of the Municipal Health Office located in the town proper
situated 3kms from the Barangay.
According the appearance of the Health Center need to rehabilitate the
facilities and to accommodate all patient and modernized the
equipment to hinder quality service.

Barangay Maligaya has its own Court located at Ilang-Ilang St. Is the
playing surface consisting of a rectangular floor with baskets but need to
rehabilitate the court because the court is open air with out cover and
need to improve existing facilities.

Barangay Maligaya has it own Barangay Hall also serve as a local


community center , often providing space for both permanent and
temporay services events.The barangay hall is the office of barangay
captain, barangay council and tanods.But the Barangay Hall is need to
rehabilitate or improve the facilities to be able to serve properly to the
growing population of barangay Maligaya. The increase in population

might be a problem for the commuting residents of Maligaya so they are
thingking of additional CCTV to other street. To maintain safety ,peace .
And also serves as the office of the barangay captain and meeting place
for the sangguniang barangay .

Barangay Maligaya is 3kilometers from the Town the only public vehicles
are tricycles, but some others individuals have their own single
motor ,kulong kulong and car. And there is no franchise the association
of tricycle need to get the franchise of the association to the
municipality.

Barangay Maligaya has own Material Recovery Facility (MRF) located


near at Barangay Plaza Ilang-ilang St. they are specialized plants that
receives ,separates and prepare dry recyclable materials.The recyclables
go through a variety mainly mechanical and some manual processes to
obtain maximum recovery of material. Some garbage of barangay is
collected by truck of Municipality of Dinalupihan,and has own
composting area .

EVACUATION CENTER

Maligaya Elementary School is the evacuation area in terms of


calamity . It is easy to access located in Ilang-ilang st. near at
barangay hall. It is important to know whichroom to shelter in and
what to do stay safe while there. At other times,people are forced to
evacuate the immediate area,and to shelter public facilities.

2.1 Sectoral Issues and Concerns
The Barangay Development Council encouraged the participation of the full
members of the council to determine the current and anticipating challenges in the
community. Problem analysis is a useful tool in further analyzing the issues and
problems that need to be addressed in the locality. It utilizes the information derived
from the database and the local development indicators (LDI) that have been aptly
organized for planning purposes. A list of issues and concerns are identified and
from these, key issues can be generated that are to be addressed in the BDP. The
output of the problem analysis provides the basis in determining relevant programs,
projects, policies or legislations that will respond to the identified key issues and

The following were culled out from the output during the Problem-Solution
Finding Matrix (PSFM) participatory-workshop:

2.1.2 Social Sector

2.1.2.1 Health
• There is a need for a new health center.
• The health center is in need of rehabilitation modern medical equipment and
medicines to meet the needs of increasing population of the barangay.
• Significant Number of Dengue and Rabbies Cases in the barangay maligaya
• Significant of the population of Barangay Maligaya is Hypertensive.

2.1.2.2 Education
• Senior High School is too far from the barangay so other students cannot
attend classes due to expensive transportation fare.
• National High School – which is located in Barangay Luacan has a shortage
of classrooms since a shifting schedule is being implemented by the school.
One in the morning and one in the afternoon.
• Barangay Day Care Center no playground
• Lack of Learning Hub.

2.1.1.3 Protective Services


• The area became the meet up point of some group of teenagers coming from 39
other barangay where they want to start some fight.
• Some area is too dim need additional post of street lights.
• Cases of theft of some animals like duck ,chicken
• Dilapidated street in barangay maligaya
• Lack of early warning devices for disasters and calamities.

Vision

WHEREAS, the Barangay development council has endorsed for approval and adoption by
the Sangguniang Barangay the three (3) year Barangay Development Plan ( 2024 -2026 ) for
Barangay Maligaya Dinalupihan , Bataan
WHEREAS, after review the said barangay Development Plan , as attached is found to be
aligned with the development policies of the Barangay Government and the City/
Municipality development Council.

NOW THEREFORE , on motion of Sangguniang Barangay member Patricio T. Apacible Jr. ,


duly seconded by Sangguniang Barangay member Bernaldo Hidalgo Sr.

BE IT RESOLVED , by the Sangguniang Barangay of Barangay Maligaya Dinalupihan, Bataan in


session duly assembled ,as it is hereby resolved to approved and adopt the Barangay
Development Plan (2024-2026)
As endorsed by the Barangay Development Council

Section 2. Functions of BDC- The BDC shall have the following functions

1. Mobilize people’s participation in local development effort;


2. Prepare barangay development plans based on local requirements.
3. Monitor and evaluate the implementation of national or local programs and projects:
and
4. Perform such other functions as may be provided by law or competent authority.
a. Engage the BBIs and sectoral planning group in the process of furmolation and
implementation of the BDP
b. Coordinate with city/municipal development councils in the process of formulation
and implementation of the BDP
c. Ensure that the BDP is presented and discussed during barangay assembly days or
special assemblies for the purpose ; and
d. Formulate and implement a monitoring and evaluation system participated by
barangay members and other stakeholders

Section 3.BDC Executive Committee- The BDC Executive committee shall likewise be constituted
with the following composition;

3. Formulate policies,plans,and programs based on the general principles laid down by the
council; and
4. Act on other matters that may be authorized by the council

Section *. Functions of the BDC Technicalk Working Group –The BDC TWG shall have the
following functions ;
1. Provide the BDC with data and information essential to the formulation of plans,
programs, and activities:
2. Define sectoral or functional objectives ,set targets, and identity programs, projects ,
and activities for the particular sector or function;
3. Collate and analyze information and statistics and conduct related studies;
4. Conduct public hearings on vital issues affecting the sector and functions;
5. Coordinate planning,programming, and implementation of programs, projects , and
activities within each sector;
6. Monitor and evaluate programs and projects; and
7. Perform such other functions as may be assigned by the BDC.
