Message
We are blessed beyond measure for having obtained the training on Barangay
Development Planning through Participatory Rural Appraisal (BDP-PRA). But with
this, come the challenge and the responsibility on our part that is to live up to the
expectations of the people.
This is also the beginning of another struggle that, at times gets even more
challenging when coupled with disappointments. But this should not be a barrier
because the knowledge and skills we acquired will enable us to conquer all
problems.
Our desire to serve for the best interest of the people of our barangay will be
our driving factor to reach our desired success.

ACKNOWLEDGEMENT
As the saying goes “NO MAN IS AN ISLAND”. Man cannot stand alone without
“GOD” primarily we are thankful to our Almighty God that he gives us knowledge to think what
to do to comply this BDP gives us capacity and ability to do our responsibility. We cannot do this
without guidance of our GOD Almighty. God give us knowledge and wisdom.
To the Barangay planners headed by our late beloved Punong Barangay Hon.
Vivian B. Dispo, and her successors and Hon. Joidy B. Isiang at the same time Acting Punong
Barangay, Barangay Kagawads and other Barangay Development groups sincerely, morally,

Chapter
1
History of
Barangay MAITOM
Long before the fall of Spanish Fort of Tandag in 1631, Barangay Maitom had
already a settlement but not recognized because of its thick-dark forested and
mountainous geographic that the Spaniards pre-occupied with evangelization, collection
of taxes and opening of settlements only along the coastal area and had no way of
knowing that the winds of war would soon hit them. Captain Pedro Bautista, sent to
Tandag to command the fort launched the punitive raids against the Caragans and
imposed an iron-fisted military rule in towns.
The rebellion flared up in most of the territory of Caraga. From Tandag where
the rebels killed its Prior, Fray Juan de Sto. Tomas, the muslims unleashed a campaign of
terror to demoralized many natives who had allied themselves with or pledged loyalty
to the Spaniards soon rose in arms against the Crown thus Spanish military forced to
withdraw and resettled in Campo Metro-Carmen now Barangay Pandanon.
During the Spanish-American war, Campo Metro-Carmen was the last hide-out
of the Spaniards in Tandag. Some Spaniards married to native ladies and made a family
of their own claiming vast track of land, e.g. Donasco, Cabrera, Quintos, Fernandez,
Suarez, Salazar and Velasco family.

Campo Metro-Carmen was considered a Barangay having a population of more
or less 1,000 residents appointing Pascual Estanislao Cabrera (Ugang) as the first
Teniente del Barrio and have a fiesta patron of Carmen on every 16 th day of July. The
people were so very devoted and proud to have their fiesta celebration spending too
much food preparation and drinks consumable in three days. Because of its wide area
and far distance of the house, there was a motion to split the fiesta celebration of
Carmen and there was a conflict between the leaders of the chapels.
In 1938, during the term of Hon. Santos Donasco, the Municipal Mayor of
Tandag there was a passage of resolution aiming for the splitting of Campo Metro-
Carmen into Barangay Maitom and Barangay Pandanon. Bo. Lieutenant Diego Cabrera
of Barangay Maitom owns the portion of thick-dark forested and mountainous
westward to northward bound while Bo. Lieutenant Patricio Donasco of Pandanon owns
the east-southwards bound of coastal side.
Barangay Maitom got its name accordingly because of the people living thereat
were Mamanwas and have black complexion, brave and hard-headed people the
“bagani” and also the Patron Saint Virgin del Carmen statue out it in the chapel by the
Spaniards was in black-dressed.
On June 9, 1965, Barangay Maitom was officially created and registered pursuant
to Republic Act 3590 with approximate land area of 1,143,673.2 hectares during the
term of Hon. Vincencia Gallardo, the first woman barangay captain of Maitom. The late
Hon. Dante Donasco had suggested to change its name into Barangay Carmen but failed
to do such until his last tenure (1982-1987).

the oldest barangay of the town Tandag, yet it was underdeveloped until 1995. When
President Ramos heard of the massive rebellion and insurgency in the area, he gave
allocation for the construction of roads and school buildings on late part of 1995.
Hon. Alicia C. Salazar, the 2nd woman empowered as Barangay Captain of Maitom
from 1987-2002 had done many things and had proven that women is just good and
better leader than a man of nothing but honor. During the critical years of massive
rebellion, she never dare to escape out from her responsibility but to protect and give
courage to the people that someday there will be peace and progress in the community
through education as mentored by courageous and dignified public school teacher Mr.
Armando Dahang who fulfills to complete the Carmen Elementary School in 1996 as the
show of the barangay.
In 2002 barangay election, Samuel Cedron was elected as the new Barangay
Captain and served 5 years in the barangay. In 2007, Barangay Captain Cedron and Ex-
Barangay Captain Salazar fought for the chairmanship. Honorable Alicia C. Salazar took
back the seat as the new Barangay Captain.

Physical Characteristics

Barangay Maitom, is one of hinterland areas among the twenty one (21)
barangays of Tandag, Surigao del Sur. It is Twenty (20) kilometers southwest of the
town proper. The barangay is bounded on the north by Barangay Pandanon, on the
south by the mountainous area of Lanuza. It comprises of Eight (8) Puroks and Two (2)
sitios with a total population of 397 household and 1886 total population. Its total land
area is 1,327 hectares.The biggest purok is Purok Pinag-aralan followed by Purok
Carmelo and sitio Banahao, while the smallest in population is in Purok Malipayon.
Barangay Maitom is suitable for agricultural land which is planted with coconut
trees, rice planting, vegetables, & root crops which are the major sources of income of
the people. Otherwise, Farming, Laboring, Carpentry & driving of “Habal- Habal” are
also the main source of income of the people.

Educational Health and Service Facilities
Based on the recent CBMS the table below shows the status of health, nutrition and
educational services of the Barangay.
With regards to educational facilities, Barangay Maitum has its own 3 Day Care
Center with its skilled and credible Day Care Workers. It has also 3 Elementary Schools and 1
Junior High School and soon to Open 1 Senior High School Program. Nevertheless, the
residents have a high literacy rate.

In the recent years, the Bangka has been used to transport copra and other farm
products from the upper portion of the barangay through the river, this was used for cheaper
transportation cost. However, with the concreting of the public road, most farmers preferred to
deliver their farm products using public utility vehicle such as “Habal-habal.”
The Baby Dump Truck and the Motorize Tricycle which is owned by the barangay is
used to transport constituents during emergency cases. Farm products of the people in the
barangay are also delivered in the city for a minimal transportation cost. Most of the time,
motorcycle is the fastest and easiest transport in and out of the barangay.
Credit Institutions
Credit facilities in the Barangay include the small sari-sari stores, banks from the City
Proper, department stores, supermarkets and the lending institutions.
Majority of the residents resorts to credit from small stores, believing that the interest
is lower as compared to other existing credit facilities. The absence of a barangay cooperative
which offers loans renders no options for our residents to be able to avail of a fair interest rate.
Banks and other lending companies are for big and emergency needs of our residents.
Supermarkets and department stores located in the city help the residents during opening of
classes and during fiestas.

The electricity in the Proper was supplied by SURSECO II, while in Purok Melagrosa,
Purok Malinawon used kerosene and Generator, Sitio Poog kerosene was there used for
lighting, and in sitio Banaho some are using kerosene and others was using solar system.

There are three (3) other water sources in the barangay, one of which is un-tapped
while the other two was used before but water connection was stop due to damaged of
distribution lines.

Based on CBMS 2015, most of the household are disposing their garbage through
Burning because they believed that smoke from the grass and leaves can lessen mosquitoes
that can give illness to our constituents such as Dengue fever while the other are using
Garbage composted. The remaining is disposing elsewhere since nobody is collecting its
garbage in the area.

CBMS Results:
An Executive Summary
Based on the CBMS Core Indicator 2015 of Barangay Maitom, Barangay
Maitom, Tandag City has a Total Household Population of 397 households with the
population count reaching to 1,886 persons, the average household size is 5 .
Results of the CBMS 2015 revealed that Members 10 years old and above had the
highest population with a Total of 1,359 and the Lowest is the Children under 1 year old
with a total Popualation of 45.Out of 356 number of children aged 6-12, 51 children are
not attending to Elementary School while 123 children aged 12-15 are not attending to

High school out of 212 children, Out of 568 Members aged 6-16 years old 58 children are
not attending to school.
Results of CBMS 2015 survey reveal that there were 5 children aged 0-5 years old
died and 1 child died due to pregnancy related causes.
There are 522 numbers of members of the labor force, 428 are male and 94 are
female out of 1,886 totals Population. Most of the people in our Barangay was engaged in
agriculture as Rice Farmers and Coconut Farmers and vegetable Farmer , on the other
hand, some people was only a Laborer, Carpenter and Driving of Motorcycle or ” Habal-
Habal”. Based on CBMS 2015 the Data shows that 353 Household with income below
food poverty threshold while 311 Household with income below food threshold, Out of
397 household of Barangay 54 household who experience food shortage. Informal
settlers are found during CBMS survey 2015 with a total number of 71 household who
are living in squatter’s area.
CBMS 2015 results that 181 household using Electric Company, 6 household using
generator & 25 household using Solar & also 2 Household using batteries. Out of 397
household 197 household without access to safe water sources.
Peace and Order in our Barangay is not a big problem, CBMS 2015 shown that only 4
person out of 1,886 total population was a victim of crime.

Table 8 and map shows that out of 397 household only 197 household
without access to safe water sources. On the other hand, Purok Pinag-aralan has the
highest household without access to safe water sources and the lowest is in Purok
Upper.

household are from shared faucet; community water system with 127 number of
household using it, next is in the Protected spring with 112 number of household out
of 397 household while the others are from Lake, river, rain, own faucet; community
system, shared tube/ piped deep well, Dug well, unprotected spring, tubed/ shallow
well & own used tube/ piped deep well and also Bottled water.

Based on the Map above and the table 10 shows that out of 397
household only 107 household without access to Sanitary Toilet Facilities
because they cannot afford to construct their own sanitary especially to the
indigenous people. On the other hand, Sitio Banahao has the highest
household without access to sanitary toilet facilities and the lowest is in Purok

Table 14 shows that out of 301 children aged 6-12 years old only 41
children with 23 male and 18 female who are not attending elementary
school.on the other hand, Purok Upper got the highest number of children
aged 6-12 years old who are not attending to elementary school because
their families belongs to indigent Family while Purok Pag-as and Purok
Malinawon have the lowest Number of children aged 6-12 years old not
attending to elementary school.

Table 15 shows that out of 216 numbers of children 13-16 years old 123 are
not attending high school. Sitio Banahao has the highest number of children 13-
16 years old not attending high school because the said purok is situated in the
mountain and far from the school and mostly of them have many children and
with low income. While Purok Bamboo & Purok Malinawon have the lowest
children 13-16 years old who are not attending High school.

children are not attending to school. Purok Upper is the highest number because
most of these families are indigent people.

only 139 139 are illiterate. Male is the higher than female because mostly of them
are farmers and already engaged in labor forced at their early young age.
