His Excellency President Rodrigo R. Duterte, wants to develop the Barangay into a more
vibrant and economically strong community, various projects and activities are planned to be
implemented for the continuous and sustainable development.

Let me congratulate the Department of Interior and Local Government for coming out
with this task through the Local Government Unit of Sibulan. Empowering the Barangay
nationwide by means of enhancing the desired quality of local governance.

Barangay Cangmating is adjacent to the Municipality of Sibulan is composed of


fifteen(15) Barangays which Cangmating is one of them.

Local autonomy which is the ultimate objective of devolution is better assured of success
in a condition where among other considerations, local governments achieve as high level of
capabilities and to develop a tradition of excellence in the performance or delivery of an essential
governmental function and basic services.

Let us make this Barangay the Local Point of strong Republic.

PREFACE

---Barangays are the building blocks of cities/municipalities. The development of a


city/municipality depends largely on the vitality, health and dynamism of the different
barangays which comprise the city/municipality. Economic activities to name a few, occurs
in specific barangays where sea /air ports, reclamation area, shopping malls, markets,
cultural heritage and tourism sites are located if taken together, these activities comprise the
city/municipal economy which provides employments, spurring investments, generating
income and building revenue base for the city/municipality. Any serious problems and
deficiencies in the barangays in turn affect the pace of development not only in the barangays
but in the city/municipality as a whole.
The primary objective of a city/municipality‘s development through its
comprehensive development plan is to improve the quality of life of its residents who are all
living in barangays. Thus, any city/municipality development effort should start with
barangay development which is initiated, defined and planned not only by the barangay
officials but by residents and other barangay stakeholders as well.
Development planning is mandated by law-The Local Government Code (LGC) of
1991 (R.A 7160); The Urban Development and Housing Act of 1992 (R.A 7279); and the
Social Reform and Poverty Alleviation Act of 1997 (R.A 8485) all mandated the formulation
of local developments plans.
As defined by the LGC, thaT barangay is “the primary planning and implementing
unit of government policies, plans, programs, projects and activities in the community, and
as a forum wherein the collective views of the people may be expressed crystallized and
considered“
Furthermore, the LGC also stipulated the creation of the Barangay Develoment
Councils (BDCs). Sec. 106 states that ”each local government unit (including barangays)
shall have a comprehensive multi-sectoral development plan to be initiated by its
development council and approved by its sanggunian“ For this purpose, the development
council at the barangay level, shall assist the corresponding sanggunian in setting the
direction of economic and social development, and coordinating efforts within its territorial
jurisdiction. Ensuring people’s participation in local developmeent efforts; prepare
barangay development plans and monitor and evaluate the implementation of national or
local programs and projects.
Most importantly, said development plan must be a Gender-Responsive (with sex-
disaggrated data in the Socio Economic Profile to facilitate the gender gaps and gender
differentiated impacts of PPAs) and Disaster Risk Reduction-Climate Change Adaptation
(DRR-CCA) mainstreamed (with database on barangay disaster hazard, risk, climate change
vulnerability/exposure assessments to increase adaptive capacity of the community, managed
risks and disaster impacts on the lives and properties).
Hence, the formulation of the Barangay Development Plan of Brgy Masipag thru the
full support and guidance of the City/Muncipal Local Government Unit of Pinamungajan,
Liga ng mga Barangay, DILG Office, C/MPDO, C/MSWDO, C/MHO, C/MDRRMO,
C/MBO, C/M Engineering Office, C/M Accounting Office, C/M Agricuture Office, Barangay
Council of Masipag, purok leaders, and other stakeholders.

1
History of Barangay Cangmating

Once upon a time, the place was slashed with verdure. A crab specie called Cagang is
widely spread in the area. They burrow themselves abundantly in the soil so the land appears
to be embossed. Their habitat is made under the ground that its entrance looks like a perfect
embroidery across the area. On top of the green trees were Matings, a variety of monkeys.
One day, Mating went down the wetlands to gather food. Out of curiosity, it held its
tale inside the beautiful decorated hole. Suddenly Cagang held its tail strongly and Mating
shouted and cried for help, Kulas, a farmer, who was tilling the land heard the merciful cry of
Mating. He immediately rescued the poor monkey. He tried to save the monkey, whose tail
was locked firmly by Cagang’s clippers. Kulas realesed the two creatures hoping that the said
species would recupate and proliferate in the coming days. From the time on, Kulas and his
siblings Wana, Imid, Oman and Idol called the place Cagangmating.
When the Spaniards installed a Municipio in Sibulan, they had the chance to tour
around Cangangmating. They surveyed the place. They asked the local folks about the
place’s name. They answered Cagangmating. But because of language barrier, they could
hardly pronounce the word. They mispronounce it into three syllables, Cangmating. From
that time on, Cangmating has become its official name.
Based on the May 9, 2022 NATIONAL AND LOCAL ELECTION Commission
on Election (COMELEC) records, the barangay has Three Thousand Sixty Five (3,065)
registered voters;
One Thousand Seven Hundred Seven (1,707) are males and Two Thousand Fifty
Two (2,052) females. It has Eight en (18) Precincts).

Barangay Cangmating has SIX (6) Puroks and One (1) Subdivisions.

Profile of Barangay Cangmating


Physical Characteristics

Barangay Cangmating has a total area of One Hundred Sixty Nine point Eight
three (169.83) hectares where in 96.236 hectares is used in residential; 5.088 hectares is
used in commercial, 0.447 hectares is used in industrial, 7.874 hectares is used in
agricultural, 1.65 hectares is used in Institution . It has a distance of One point Twenty
Five (1.25) (kilometers) from the heart of the Municipality Sibulan.
Barangay Cangmating is geographically bounded on the North by Barangay
Poblacion, on the East by the sea of Tañon Strait, on the West by Barangay Tubtubon,
and on the South by Barangay Maslog.

BarangayAnnual Patronal Fiesta/Cultural Celebration:

Baranagay CANGMATING Annual Fiesta is celebrated in every 1st of May, in


the honor of St. Joseph “The Worker”. The Barangay Cangmating is known for its
Yag-Yag Festival. It is known for its active participation in local and national
competitions like the BUGLASAN FESTIVAL of Negros Oriental, the SINULOG
FESTIVAL of Cebu, the SANDUGO FESTIVAL of Bohol and the WOW
PHILIPPINES street dancing competition. Through these competitions the Yag-Yag
Festival gained national recognition being the first National Champion during the
WOW NA WOW best of the best Street Dancing Competition held on December 21,
2003 at the Quirino Grand Stand in Manila.
The Yag-Yag Festival also represented the Philippines in the National Day in the
World Expo 2005 in Aichi prefecture, Nagoya, Japan.

Ang Community Risk Assessment (CRA) ay isang paraan ng pagtukoy ng mga panganib o
peligrong maaring maranasan at malaman ang kalakasan at kalawakang maaring idulot ng
panganib o peligro sa komunidad. Sa pamamagitan ng sama-samang pag-alam ng mga
kalakasan at oportunidad na mayroon sa kapaligiran ng barangay para makatulong sa

Methodology on Data Gathering using Barangay Governance Performance Management

Barangay CANGMATING has organized a BDP Planning Team through an


Executive Order/Barangay Resolution to spearhead the gathering and collection of needed
data in coordination with the Local Government Unit of Sibulan -(Office of the Mayor,
Sanggunian Panlungsod/Bayan, Liga ng mga Barangay, Office of the Municipal Planning,
DILG and other LGU departments and offices), analyze and validate the assessment result,
prepare and present them during the BDP planning workshops until done. The barangay
planning team uses BGPMS and other available data from the
.
Municipality to capture the current state of the barangay in order to find solutions and address
the development gaps.
The Enhanced Barangay Governance Performance Management System (BGPMS) is
an assessment tool that measures Barangay CANGMATINGs delivery of services and
accomplishments in relation to their functions as mandated in the 1991 Local Government
Code (R.A 7160) and other related issuances.
Data gathering covers barangay’s performance for Calendar Year 2017 as the year
under review. Data interpretation was limited only to the indicators required in the 2017
enhanced BGPMS Data Capture Form. Data and information are useful in the identification
of priority areas for improvement are also made available to enable barangay officials to plan
and implement appropriate strategies for their constituents.
The BGPMS shall focus on the following priority performance areas: (1)
Administration; (2) Social Services; (3) Economic Development; and Environmental
Management. The performance areas are further subdivided into several service areas as
follows

Nga ang Barangay Cangmating mahimo kini usa ka modelo nga Barangay sa Lungsod
sa Sibulanug s Probinsya sa Negros Oriental.
MISSION:
Nga ang mga katawhan dire sa Barangay Cangmating makat-on sa pag Preserbar sa
mga butang sa kinaiyahan pinaagi sa dili magpasagad sa pagpamutol sa mga kahoy ug
insakto paghipos sa mga basura, Mahimong Drug-Free ug Mamintinar ang Kalinaw ug
Kahusay sa Barangay Cangmating.

GOAL AND OBJECTIVES


Making Barangay a Local point of strong Republic by developing into a more
vibrant and economically strong community. As the Basic Political Unit, the Barangay
will participate to come out with the task to enhance to desired quality of local
governance. Primary Planning and implementation Unit of Government Policies, Plans,
Programs, Projects and activities in the community and as a forum wherein the
collective views of the People may be expressed, crystallized and considered, and where
dispute may be amicably settle.
