“Economic Development” - is the creation of wealth from which community benefits are realized.
It is more than a jobs program, it's an investment in growing your economy and enhancing the
prosperity and quality of life for all residents. Economic development means different things to
different people
“Financial Management”- is the practice of handling a company's finances in a way that allows it
to be successful and compliant with regulations. That takes both a high-level plan and boots-on-the-
ground execution.
“Geography” - is the study of places and the relationships between people and their environments.
Geographers explore both the physical properties of Earth's surface and the human societies
spread across it. ... Geography seeks to understand where things are found, why they are there,
and how they develop and change over time.
“Hazard”- is any source of potential damage, harm or adverse health effects on something or
someone. Basically, a hazard is the potential for harm or an adverse effect (for example, to people
as health effects, to organizations as property or equipment losses, or to the environment).
“Infrastructure” - the basic physical and organizational structures and facilities (e.g.buildings, roads,

1.1.3 Municipal Profile
According to the 2015 Census, the age group with the highest population in
Daang Bilolo is 15 to 19, with 285 individuals. Conversely, the age group with the
lowest population is 80 and over, with 33 individuals.

Combining age groups together, those aged 14 and below, consisting of the
young dependent population which include infants/babies, children and young
adolescents/teenagers, make up an aggregate of 26.81% (736). Those aged 15

The computed Age Dependency Ratios mean that among the population of
Daang Bilolo, there are 40 youth dependents to every 100 of the working age
population; there are 9 aged/senior citizens to every 100 of the working
population; and overall, there are 49 dependents (young and old-age) to every
100 of the working population.
The median age of 28 indicates that half of the entire population of Daang Bilolo
are aged less than 28 and the other half are over the age of 28.

Historical Population
The population of Daang Bilolo grew from 2,222 in 1990 to 3,069 in 2020,
an increase of 847 people over the course of 30 years. The latest census figures
in 2020 denote a positive growth rate of 2.38%, or an increase of 324 people,
from the previous population of 2,745 in 2015.

Table 2 shows that in 2018, majority of the worked for a private establishment
(203 individuals), followed by Self-employed individuals without employees (113
individuals), then government employees (43 individuals) and lastly employer in own
family-operated farm or business (10 individuals).

Table 3 shows the type of occupation the employed individuals are engaged in.
Majority of the individuals are employed in a Plant and Machine Operators and
Assemblers. The type of occupation with the least employed individual from the
barangay is related to farming, fishing and forestry works.

1.3.2 Barangay economic composition, Local economic performance
Table 4 shows that majority of the employed individuals are into the
manufacturing industry. This is supported since the Barangay is situated in a highly
Economic Zone/ Freeport Area of Bataan.

1.5 Environment
Programs
The best way to roll out a solid waste management program in our
barangay is to start small and simple. This simple, common-sense guide is
designed to show us how to go about it. It has everything we need to start a
doable practice of segregation in our household and our community. It will

introduce us to widely used techniques. Complicated and complex procedures
are translated into easy-to-understand everyday activities. It provides practical
tips to make solid waste management less tedious. Some communities have
successfully run a solid waste management program at minimal cost and
maximum benefit. All it took really was the willingness to do it and the patience
and discipline to get it done. In the end, we will end up with a clean community,
with substantial cost savings from hauling waste. By doing so, we will also be
doing the environment a big favor.

Our Participation
Even before we commit to implementing a solid waste management
program in our area, we need to be convinced that doing so is worth the
community’s effort. We must first believe that minding our trash is important.
Here’s a quick answer to these questions: The process it takes for our
trash to be disposed – from our household to the garbage truck, then eventually
to the dumpsite – costs a lot of money. Each day, each one of us who live in
Barangay Daan Bilolo generates an average of half a kilo of trash. This means
4,500 tons of garbage need to be hauled to the landfills every day. This is
equivalent to 562.5 garbage trucks that can carry eight tons each. With this
weight, just imagine the millions of pesos of taxpayers’ money spent to collect,
haul, and dispose our trash. That’s just like literally throwing away good money

that could have been used more productively, like building more schools and
hiring more teachers and policemen, and providing more medicines for the poor.
What does this have to do with us? A lot! By properly segregating waste
at home, in schools and other business establishments, we can bring down the
volume of trash. The less we dump, the more our local government unit could
save from paying private garbage contractors or running landfills. And the more
they save, the more public services we get, and the less the need to raise taxes.
By segregating properly, we’re also saving a lot of materials that can still
be reused, turned into compost for gardens, or even sold as recyclables. This
way, we not only help our local government save, we also benefit. Some
communities have even started backyard businesses out of recyclables and earn
extra income from them. Some communities have even started backyard

less scavengers swarming over our mountains of garbage. These dumpsites emit
harmful gases that make people who live around it sick. Liquid from garbage can
seep through the ground and into the ground water table where the community
gets the water it drinks. Thus, throwing away our trash is our responsibility to
others as well.
Goals:
To make it simple to communicate to people, we can start with four goals:
1. To have clean surroundings;
2. To protect our health;
3. To solve our problem with dumpsites; and
4. To turn waste into useful resources.
Through this, we can see that our barangay can have an organize waste
disposal process which will be easier for the collector to gather the solid waste in
order to prevent throwing it to the Daan Bilolo River and canals which causes
water pollution and even floods.

B. Material Recovery Facility (MRF)
In compliance with the Republic Act 9003, the Barangay Council proposed to
have an MRF to which recyclables are stored and biodegradable materials
convert to an organic fertilizer. This facility would help address issues
regarding the proper waste disposal. This is a better alternative to an
open dumpsite because it seeks to be a disposing facility for the garbage, which
is needed to be disposed right away to prevent unnecessary odor that bring
bacteria and diseases once inhaled.
In connection with this, improvise composting tumbler is being done which can
be rotated to mix the composting materials. This sealed container also helps
contain the heat generated by the composting process, thereby speeding the
process of converting kitchen and yard waste (biodegradable) into compost.
We are looking forward for the cooperation of everyone in sharing its vision
of having an environment friendly community.

Solid Waste Management Regular Program
A. Multi-Sectoral Clean up
Multi-sectoral group conducted their clean-up drive along the River of Daan
Bilolo and San Vicente River. It aims to remove plastics, papers and unnecessary
wastes which will result to pollutions in the Manila Bay and may lead to fish kills.
This is fully supported by members of the Barangay Council and the Barangay
Tanods as well. This program promotes environmental conservation through
responsible waste management in our barangay and to refrain throwing garbage
to our river.

Recently, another barangay patrol vehicles were turned over to Punong Barangays
for the use of their respective constituency’s transport needs.
The same are now being used by barangay officials and their constituents as service
vehicles for social and humanitarian needs in times of medical emergencies.
Likewise, they are used for the maintenance of peace and order, for rescue and relief
operations during times of calamities and others.

Barangay Roving and Foot Patrol
Barangay enforcers are in the vanguard of the effort to maintain peace and
order in every barangay. Barangay Peacekeeping Action Team (BPAT) are
partners with our regular rounds, check point operations during big events,
Barangay Roving and Foot Patrol with ten (10) members headed by their
Chief Tanod, their duties and responsibilities are to protect and provide
safety on the life and properties of all the constituents in the barangay.
They attended skills training conducted by the Provincial Government in
