A REOLUTION ADOPTING AND APPROVING THE FIVE (5) YEAR BARANGAY DEVELOPMENT PLAN
(2023-2027) FOR BARANGAY A. TUMAMAK, VILLABA, LEYTE

WHEREAS, the Barangay Development Council has endorsed for approval and adoption by the
Sangguniang Barangay the three (3) year Barangay Development Plan (2023-2027) for Barangay A.
Tumamak, Villaba, Leyte;

WHEREAS, after review, the said Barangay Development Plan, as attached, is found to be aligned
with the development policies of the Barangay Government and the Municipality Development
Council;

NOW THEREFORE, on motion of Sangguniang BarangayMember Hon. Arnel T. Devota duly


seconded by Sangguniang Barangay Member Hon. Bernard C. Flores,

BE IT RESOLVED, by the Sangguniang Barangay of Barangay A. Tumamak, Villaba, Leyte, in session


duly assembled, as it is hereby resolved to approve and adopt the Barangay Development Plan
(2023-2027) as endorsed by the Barangay Development Council;

RESOLVED FURTHER, that copies of this Resolution be forwarded to all concerned for their
information and consideration.

RESOLUTION NO. 01-2022

A RESOLUTION ENDORSING AND RECOMMENDING THE APPROVAL OF THE FIVE (5) YEAR
BARANGAY DEVELOPMENT PLAN CY 2023 – 2027 OF BARANGAY A. TUMAMAK, VILLABA, LEYTE.

WHEREAS, the Barangay Development Council has received advisory from the Liga ng mga
Barangay and DILG Villaba Municipal Office to initiate the preparation of Barangay Development
Plan and to strengthen the council;

WHEREAS, the Barangay Development Council conducted an inclusive and participatory workshop
on the formulation of its 5-year development plan in order to attain socio-economic growth of the
barangay and our constituents;

WHEREAS, after deliberation, the BDC members found the programs, projects and activities to be
in line with the vision of the Barangay and Municipal Government;

NOW THEREFORE, on motion of Hon. FRANCISCO B. LEPON duly seconded by HON. PANCHO P.
PEPITO, Be it;
RESOLVED AS IT HEREBY RESOLVED, by the BDC of Barangay A. Tumamak, Villaba, Leyte, to
endorse and recommend the approval of the Barangay Development Plan for CY 2023-2027 in
order to promote and achieve growth and development;
RESOLVED FINALLY, to authorize the BDC Secretary to transcribe this resolution to
authorities concerned for favorable action.

INTRODUCTION

RATIONALE

Local government units are mandated to provide basic services to promote the overall
development of the community and its people. However, it is reality that most rural
communities do not have the financial capability to implement the identified demand
driven programs and projects. Hence the need to prioritize the projects in order to
maximize the utilization of limited funds.

OBJECTIVES OF PLAN

The plan is primarily aimed at presenting and appreciating the existing situation by the
barangay people themselves, analyzing the situation using standards and other means of
measurement to come up with identification of needs and corresponding interventions.

SCOPE OF THE PLAN

The scope and coverage of the plan is limited to the barangay of A. Tumamak,
(Cabunga-an), Villaba, Leyte for the period of five (5) years. The plan is composed of two
(2) parts, the barangay profile which is the result of the participatory rural appraisal which
defines the collective ideas of the residents in terms of the history, culture and traditions,
and resources as well as their strengths, weaknesses, opportunities and threats. The
second part is the barangay development plan that starts with the expression of the
collective vision and mission and presentation of their sectoral programs and projects.

METHODOLOGY

The participatory approach in plan formulation was used giving weight to the data
and experiences shared by the workshop participants. The data and information were
provided by the people themselves and processed using the PRA tools. However in spite of
this, we still cannot avoid mistakes and deficiencies. This effort is just the beginning of an
organized and orderly journey towards development.

I. HISTORICAL BACKGROUND

ORIGIN AND HISTORICAL DEVELOPMENT


OF BARANGAY A. TUMAMAK, (CABUNGA-AN), VILLABA, LEYTE
(as gleaned from Reliable Accounts Patriarchs of the Locality)

The creation of the corresponding evolution of Barangay A. Tumamak, as its official


name of this Barangay originated way back many years ago before the outbreak of the
World War II. At that time its official name was Cabunga-an, a sitio of the historical town of
Villaba, Leyte. It was inhabited with sparsely distributed households each to their
farmland, but most of them walked a short distance from Villaba town proper. The fertile
and interspersely hilly and low-level lands were famous for its abundant and various fruits,
nutritious and delicious for eating. It was a favorite hunting for game and wild animals
picking on its bounty. Notable of the abundant fruits, locally named “BUNGA’’ so well
distributed in the settlement so that people of the place decided to name the place after it;
hence “CABUNGA-AN’’. It became the popular name of the sitio. And after on, a full-pledge
Barrio. Then, nearby residents from the other places learned to like the settlements, so
they live in the locality for posterity.

When Villaba became a town, Sitio Cabunga-an automatically became a full pledge
barrio, retaining its original name. Its first to known leader or elected barrio teniente was
Apolinario Tumamak, the patriarch and founder, who donated the barrio site, School site
and other strategic areas for the public purposes. This happened sometimes in the year
1946 just after the American Liberation Period. Barrio Cabunga-an rapidly has grown and
prospered to a blooming place. In 1986, forty years after its formal creation, a petition was
made by the people to change the name of Barangay Cabunga-an into Barangay Apolinario
Tumamak or A. Tumamak, for short, to give appropriate recognition to honor the deceased
founder and patriarch of the locality. Another reason was dispel confusion with another
Barangay of Villaba of same import, named CABUNGAHAN. Some of communications,
letters to residents and even the giving of projects, were inadvertently mis-sent or
dispatched to CABUNGAHAN or other way around. The urgent petition for the change of
the official name was endorsed to Sangguniang Bayan thru OIC- Mayor Faustino Tumamak,
SR. (the father of the incumbent Municipal Mayor, Atty. Faustino C. Tumamak, Jr.) and
then to OIC_ Governor Benjamin P. Abella. It was approved by the Sangguniang
Panlalawigan on September 15, 1987. It took EDSA epoch to short-change the need to
honor an endearing philanthropist. These were the following Barrio Teniente,
Barrio/Barangay Captains namely; Apolinario Tumamak (founder) Cesar Devota, Ceriaco
Tumamak, Irenea Tumamak, Rosita Licay-licay (OIC) Avelino Tumamak and Herdulfa T.

Devota. Tradition revealed that the constituent chooses their elected leaders by consensus
on respect of families.

Progressive of Barangay A. Tumamak grow, from its grassy untended areas to


concrete streets, from oil and candlelight, to electric bulls and fluorescent lamps in the
streets and highways.

Other development of the Barangay are the cross-roads (Provincial Road from
Barangay A. Tumamak Highways to Leyte, Leyte); Barangay Chapel (a landmark of their
great faith in God); Villaba National Comprehensive High School, A project of the
Congressman Eduardo ‘’ Lining’ Veloso and Atty. Faustino C. Tumamak, Jr. Municipal
Mayor of Villaba. Family parks/private Cemetery of Rich families of private sectors and the
School System. The place has become a favorite housing project site of prominent families
and foreigners.

Barangay A. Tumamak is barangay where its residents are fully behind in all
programs of the government. It is currently concentrating of the GPSK Programs. The ages,
continue to bestow its people to bring of a blissful morning.

DEMOGRAPHIC PARAMETERS AND POTENTIALS OF THE LOCALITY

Barangay A. Tumamak, is one of the 35 barangays of Villaba. Composed of 7 Puroks


namely; Purok Tambis, Mangga, Nangka, Mahogany, Buongon, Avocado and Caimito. It is
largely agricultural community. Farming is the predominant occupation of the residents,
raising livestock, planting of Rice and Corn and other Cash crops like Coconut and
vegetables.
The most common type of toilet facility is water sealed. As to dwelling units of residents,
the common housing structure is made of mixed materials like Bamboos, Nipa for the
Families. A few live wooden houses due to scarcity of words. New dwelling units are made
of concrete galvanized iron roofing.

Barangay A. Tumamak has well-maintained facilities, such as Day Care Center,


Health Center, Weighing Posts, Nutrition Center and Barangay Hall. The presence of the
Public Elementary and high School enables poor families to send their children to quality
education.These are now plenty of Professionals are employed. Some are engaged a self-
employment while others are working overseas.

Geopolitically, the locality is now the new potentials center of housing Villaba,
Leyte, being a cross-road Barangay to Leyte-Leyte and Matag-ob going to Kanangga,
Ormoc City and Tacloban the Capital of Region VIII. It has a longest stretch of concrete
highways which borders the Poblacion of Villaba in the west and to the junction road to
the WORLD WAR II SHRINE OF BUGA-BUGA in the East. The place has Potentials Mountain
springs which could supply the town of Villaba. The provincial Animal Breeding Station is
likewise located in the north eastern part of the Barangay.
