“A RESOLUTION FOR THE CREATION OF THE POSITION OF THE BARANGAY POPULATION WORKER;
THE APPROPRIATION OF FUNDS FOR THEIR MONTHLY HONORARIA AND THE APPOINTMENT OF
MARILOU R. DAUM AND ROSE ANNE J. VINDUA THEREOF.”

WHEREAS, President Rodrigo Roa Duterte has repeatedly declared it as his national policy and
priority strategy the intensified implementation of the National Program on Population and Family
Planning (NPPFP) where he strategically and explicitly included the full implementation of Republic Act
No. 10354 or the “Responsible Parenthood and Reproductive Health (RPRH) Act” as one of his socio-
economic agenda;
WHEREAS, it is included in the Philippine Development Plan (PDP) for 2017 – 2022 the
achievement of demographic dividend as a key strategy in harnessing the country’s growth potential;
WHEREAS, President Duterte also issued Executive Order No. 12 entitled “Attaining and
Sustaining ‘Zero Unmet Need for Modern Family Planning’ Through the Strict Implementation of the
Responsible Parenthood and Reproductive Health Act, the Order mandates the Department of Health
(DOH), Commission on Population and Development (POPCOM), Department of Interior and Local
Government (DILG), and other relevant agencies, including local government units (LGUs), to attain and
sustain zero unmet need for modern family planning;
WHEREAS, the following are the specific role and functions of the Barangay Population Worker:
a. Coordinate with local department s and offices for the planning and conduct of
critical strategies for the full implementation of the program on population and
family planning which is community/barangay based within the locality;

b. Mobilize community workers to map and locate couples and individuals with unmet
need for modern family planning methods;
c. Conduct intensive community-based demand generation and referral activities, and
ensure provision of quality modern Family Planning information and services guided
by the principle of informed choices and voluntarism;
d. Engage, collaborate, and partner with relevant government agencies such as DOH
and POPCOM, CSOs, and other private sector in attaining, and sustaining unmet
need for modern family planning methods;
e. Generate and mobilize necessary resources for the implementation of the program
within the barangay;
f. Sustain continuing, training, and capacity-building activities to be designed and
supported by the national program under joint Memorandum Circular No. 2019-01,
series of 2018, of DOH-NEDA-POPCOM, recruitment and deployment of Barangay
Service Point Officers (BSPO) and other community-based population volunteers
and continually support them through logistics provision and monetary and/or non-
monetary incentives as appropriate and allowable.

RESOLVED, as it is hereby resolved to implement and promulgate this resolution for the
creation of the position of the Barangay Population Worker; the appropriation of funds for their
monthly honoraria and the appointment of Marilou R. Daum and Rose Anne J. Vindua thereof…
RESOLVED FURTHER, as it is further resolved, that copies of the resolution be furnished to the
following offices for their information, reference, and appropriate action;
