DESIGNATING HON. ____________________________ SANGGUNIANG BARANGAY


MEMBER/CHAIRPERSON ON COMMITTEE ON ENVIRONMENT TO LEAD AND MANAGE
THE ESTALISHMENT AND MAINTENANCE OF THE BARANGAY COMMUNITY
GARDENS AND ___________________________________ TO ASSIST IN THE OPERATIONS
AND MAINTENANCE`OF THE BARANGAY COMMUNITY GARDENS OF BARANGAY
________________________, DAGUPAN CITY

WHEREAS, Local Government Code of 1991, Local Government Units (LGUs) shall exercise powers
and discharge functions and responsibilities to efficiently and effectively provide agricultural support
services which include planting materials distribution system and operation of farm produce collection
and buying stations;
WHEREAS, per DILG Memorandum Circular No. 2023-001, Implementation of the Halina’t Magtanim
ng Prutas at Gulay (HAPAG) sa Barangay Project, all barangays are required to designate a SBM
preferably the Chairperson on Committee on Environment to lead and maintain the establishment and
maintenance of the Barangay Community Gardens;
NOW THEREFORE I, __________________________, Punong Barangay of
_________________________, Municipality of Mangaldan Province of Pangasinan by power vested in
me by law do hereby order that:

Section 1. HON. ______________________________, SBM/Chairperson on Committee on Environment


is hereby designed to lead and maintain the establishment and maintenance of the Barangay Community
Gardens of Barangay __________________, Dagupan City;
Section 2. The functions of SBM/ Chairperson on Committee on Environment are the following:
a. Lead and maintain the establishment and maintenance of the Barangay Community Gardens;
b. Assist Punong Barangay in establish a group of volunteers in the community to help in the
establishment and maintenance of the Barangay Community Garden as well as the spread of the
information of setting-up household vegetable gardening and/or planting fruit-bearing trees;
c. Assist PB in identifying areas where the barangay community gardens shall be established; and
d. Lead the setting-up of the barangay community garden in a vacant area, preferably owned by the
barangay or local government concerned.
Section 2. The HAPAG Team is also established to be composed as follows:

Section 3. The duties and functions of the HAPAG Team are the following:

a. Assist in the operations and maintenance of the Barangay Community Gardens of Barangay
__________________, Dagupan City;
b. Lead the promotion of barangay community gardening in the community;
c. Keep the record of the overall operations of the community gardens such as types and number of
seedlings planted;
d. Together with the Chairperson on Environment, coordinate with the City Agriculturist for any
available agricultural , training, seminars, and capacity building services, as well as seedling
materials and other agricultural equipment and facilities that would help them in the operations of
the barangay community gardens; and
e. Submit necessary reports to the City Local Government Operations Officer (CLGOO).

Section 4. This Executive Order shall take effect immediately.
