AN ORDER RECONSTITUTING THE GENDER AND DEVELOPMENT (GAD) FOCAL POINT SYSTEM (GFPS)

WHEREAS, the 1987 Philippine Constitution provides that the State recognizes the role of women in
nation building, and shall ensure the fundamental equality before the law of women and men;

WHEREAS, the government conceptualized and implemented the Gender and Development (GAD)
program which is a development perspective and process that believes that development is for all, that men and
women have the same right to the same opportunities to achieve a full and satisfying life;

WHEREAS, different laws were enacted for Gender and Development and women empowerment which
includes among others RA 9710 or the Magna Carta of Women;

WHEREAS, DILG, NEDA, DBM & PCW issued Joint Memorandum Circular 2013-01 & 2016-1 Localizing the
Magna Carta of Women and Mainstreaming GAD through institutional strategies, mechanisms and processes,
Including the Creation/Constitution of the GAD Focal Point System (GFPS).

NOW THEREFORE, I, ______________________________, Punong Barangay of the Municipality of

Talibon, Bohol by virtue of the powers vested in me by law do hereby order the constitution of the GAD FOCAL
POINT SYSTEM (GFPS) with the following composition and duties and responsibilities:

Section 1. Composition.
The GFPS shall be composed of the following:

Sec. 2. GFPS GENERAL FUNCTIONS - The GFPS is tasked to ensure and sustain the LGU’s critical consciousness in
supporting gender and development, women’s empowerment and responding to gender issues.
1. It shall take a lead role in direction-setting, advocacy, planning, monitoring and evaluation, and technical
advisory in mainstreaming GAD perspectives in the LGU programs, projects, activities, and processes;
2. Lead in mainstreaming GAD perspectives in LGU policies, plans and programs;
3. Assist in the formulation of new policies such as the GAD Code in advancing women’s empower-ment and
gender equality;
4. Lead in setting up appropriate systems and mechanisms to ensure the generation, processing, review, and
updating of sex-disaggregated data or GAD database;

5. Coordinate efforts of different divisions/ offices/ units of the LGU;
6. Spearhead the preparation of the annual and performance-based LGU GAD Plan and Budget (GPB) and
consolidate the same and submit to DILG Regional Office;
7. Lead in monitoring the effective implementation of the annual GPB, GAD Code, other GAD related policies
and plans;
8. Lead the preparation of the annual LGU GAD Accomplishment Report (GAD AR) and other GAD reports;
9. Strengthen linkages with other LGUs, concerned agencies or organizations working on women’s rights and
gender and development;
10. Promote and actively pursue the participation of women and gender advocates, other CSOs and private
organizations in the various stages of development planning cycle.

TWG SECRETARIAT
1. Assist the GFPS in the performance of their roles and responsibilities (provision of admin & logistical service);
2. Prepare meeting agenda;
3. Document GFPS’ meetings and related GAD activities

Section 3. Meetings-The GFPS shall meet every _________________________ or as necessary;

Section 4. Effectivity-This order takes effect upon its issuance.
