“AN ORDER RE-ORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF

CHILDREN AS MANDATED BY PRESIDENTIAL DECREE NO. 603; REPUBLIC ACT NO.
7160; AND DILG-MC NO. 2002-121”
Whereas, DILG-MC No. 2002-121 provides for the guidelines on the organization
and strengthening of the Local Council for the Protection of Children, incorporating thereat
the Early Childhood Care Development Coordinating Committee at the barangay level;
Whereas, it is a social responsibility of all barangay officials to foster education of
every child and take steps to prevent juvenile delinquency in their area of jurisdiction;

Whereas, in order to promote awareness on the rights of every child by advocating

on the positive parent-child relationship and provide wholesome entertainment in the
community;
Therefore, I, Hon. __________________________, Punong Barangay of ____________________,
Municipality of Datu Montawal, Province of Maguindanao, by virtue of the power vested in
me by law, hereby order the re-organization of the Barangay Development Council,
defining its powers, duties and responsibilities as well as its composition and membership
to wit;
Section I. Composition of the Barangay Council for the Protection of Children. The
composition of the Barangay Council for the Protection of Children ( BCPC ) are the
following:

Section II. Duties and functions of the Barangay Council for the Protection of
Children (BCPC). The BCPC shall have the following duties and functions:

1 Foster education of every child and take steps to prevent juvenile delinquency and
assist parents of children with behavioral problems;
2 Adopt measures for the health of children and conduct capability building projects
to increase knowledge and skills in handling children’s program;
 3 Encourage the proper performance of the duties and responsibilities of parents, and
provide learning opportunities on the adequate rearing of children and positive
parent-child relationship and promote wholesome entertainment in the community,
especially in movie houses;
4 Provide coordinative linkages with other agencies and institutions in the planning,
monitoring and evaluation of plans for children;
5 Establish and maintain data base on children in the barangay;
6 Advocate for the establishments and maintenance of playgrounds, day care centers,
and other facilities for child and youth development;
7 Advocate for the passage of barangay resolutions/ordinances responsive to child
related issues and concerns and ensure the inclusion of children’s program in the
executive agenda;
8 Protect and assist children in need of special protection, and refer cases filed against
child abusers to proper agencies;
9 Monitor situational reports on children, prepare quarterly updates, and
10 Perform such other functions on other child related matters

Section III. Meetings. The Barangay Council for the Protection of Children (BCPC)
shall meet at least once a month or as often as necessary.

THIS EXECUTIVE ORDER shall take effect immediately upon approval.
