TRAINING ON MATRIX INTENSIVE OUTPATIENT TREATMENT PROGRAM

Drug addiction and drug-related crime are two problems the Philippines has
been facing for a long time. The government under the Duterte administration
continues to wage an ongoing struggle against drug abuse and drug trafficking.
Reported usage of “shabu”, the street name of methamphetamine, continues to grow
as the nation’s most widely trafficked narcotic, and shabu addiction remains the most
significant drug problem in the Philippines among others.
Therefore, there is a need to fully recover these men, women and child
surrenderers who are victims involved in the trade and use of illegal drugs through
comprehensive intervention. In correspondence to the National Government’s call
pertaining to the dilemma on drug addiction, several appropriate programs and
interventions have been designed to provision these People with Substance Use
Rationale Disorder (PSUD)
One of the comprehensive interventions for these surrenderers would be
the World Health Organization (WHO) Matrix Intensive Outpatient (MIOP) Treatment
for People with Stimulant Use Disorders (PSUD) Approach and Package. It is a model
that is structured evidence-based treatment for clients who abuse or are dependent
on stimulant drugs especially methamphetamine among others. This comprehensive
package provides substance abuse treatment professionals with an intensive
outpatient treatment model for these clients and their families.
Hence, appropriate training for professionals who will be conducting the
program is critical for the successful delivering of the program to recover these
Persons with Substance Use Disorder together with the families from the
Municipality/City level down to the Barangay level.
Objectives At the end of the training the participants will be able to demonstrate
knowledge, attitude and skills on MIOP Treatment Program:
 extrapolate the background history of MIOP;
 understand the Approach MIOP as well as its program component;
 appreciate and internalize the roles of counselor/interveners, client co-
leaders and client co-facilitators;
 learn the importance of Drug and Breath-Alcohol Testing in MIOP;
 effectuate greater understanding in conducting Individual/Conjoint Sessions in
an open and nonjudgmental context;
 demonstrate orientation skills and competence in conducting
Individual/Conjoint Sessions;
 conceptualize learning in facilitation Early Recovery Skills Sessions with
Empathy;
 acquire techniques in administering Relapse Prevention Group by allowing the
PSUD interact with other group or people in recovery and benefit from
participating in a long-term group experience;
 comprehend the purpose and importance of Family Education group as a part
of PSUD’s recovery;
 facilitate the Social Support Group activities in a more familiar and safe
environment;
 acquire strategies in helping PSUD relearn socialization skills.

This 3-day activity is designed to further enhance the participant’s from 51


MLGUs, CeDEC staffs, PHO staffs, and DOH staffs’ knowledge and skills in the
administration of the MIOP.
Course Lectures and simulation will be conducted by a trained resource
Description person/practitioner in most part of the activity. Participants shall perform a
demonstration on a certain topics to assess their understanding and techniques in
rendering the sessions in each component of the MIOP.

 100% attendants in the training activity;


 Received positive feedbacks from the participants;
 Participants learned techniques in administering Individual/Conjoint Session,
Early Recovery Skills, Relapse Prevention Group, Family Education Group and
Expected Social Support Group Session;
Output  Participants became equipped actual application of their learning from the
training;
 Attendees became competent on handling Matrix Intensive Outpatient
Treatment Program;
 Acquired strategies in helping PSUD relearn socialization skills.
Training on Matrix Intensive Outpatient Treatment Program will run for 3 days.
The first day covers the discussion of the following topics: Matrix IOP Background;
Matrix IOP Approach; Role of the Counsellor, Client Co-leader, Client Co-facilitators;

and Role of Drug and Breath- Alcohol Testing in Matrix IOP. While, the second day

shall be focused on lecture and simulation/demonstration activity on the following
topics: Individual/ Conjoint Sessions; Orientation Spill; Early Recovery Skills Group;
Relapse Prevention Group; Family Education Group; and Social Support Group.
Standard This 3-day training/seminar shall be using lecture discussion,
Methodolog simulation/demonstration activity and recapitulation to assess participant’s retention
y and acquirement from the seminar/workshop.
