Save the Children is an organization fighting for children’s right to a future. We believe that every

Save the Children Philippines, Panay Program Office, funded by Prudence Foundation is involving
the Department of Education – Region 6 and ten (10) partner schools in Panay Island in exploring
innovative ways to create a safe school model in the regional context through Local Empowerment
through Access and Participation (L.E.A.P.) in Panay, The Philippines: A Safe Schools Initiative, a
second phase project funded by the foundation. The project will focus in developing and building the
capacity of key offices of the Department of Education (DepEd) on Disasters Risk Reduction,
Resilience and Climate Change Adaptation, both in the division and regional level, to pursue a safe
school model and replicate it in a larger scale. This aims to reach children in over 2,400 schools
covered by DepEd in the region. One of the objectives of the Prudence Project is to increase the
capacity of children and school communities (PTA, teachers and principals) to develop and
implement school-based DRR in Panay as they will become the awareness raising champions for
DRR preparedness among children, strengthening their voices in promoting safe school models and
voice for change in community DRR. These children will also serve as peer facilitators to their co-
children in school and community. At the same time one of the activities was to capacitate children's
organization as peer facilitators to support 3000 children to benefit from child-centered DRR activities
in 10 schools. Last April- May 2017, 100 students and 20 advisers from 10 partner schools were
trained on simple concepts on DRR and the children’s groups were established in the form of ‘Batang
Empowered and Resilient Teams (BERTs). The BERT members together with their advisers have
also undergone a Facilitation Skills and Life skills education training to further enhance their abilities
in facilitating DRR sessions in their schools.
Since most of the trained BERT Facilitators will graduate this year, in order to ensure the
sustainability of BERT programs in schools, the 10 Peer Facilitators together with their adviser must
conduct a training rollout in their school for additional BERT Second liners who will serve as the new
BERT members who are responsible for educating their peers in the basics of DRR and will be the
key persons who will disseminate key messages on disaster preparedness in their respective schools.
Project Indicator: The conduct of this activity and follow-on actions will directly contribute to the
following indicators:
Expected Outcome 3 (in line with CSS Pillar 3): Improved DRR and preparedness
knowledge, attitude and practices of school children, teachers and communities in ten
schools.
OUTPUT: 3.2 100 BERT facilitators are actively sharing their knowledge and skills in DRR
with their peers and wider school community.
Activity 3.2.2: Support BERT Facilitators to conduct advocacy campaigns, promoting key
DRR messages to their classmates in school
II. OBJECTIVES:
This activity aims to enhance the knowledge, attitudes and skills of the pupils on DRR and capacitate
them to be prepared and resilient to future emergencies and disasters. Specifically, after this training,
the participants will be able to:
This training will be done through interactive lectures, deliberations and workshops.
There will be 3 stations all throughout the training namely Station I- Learn, Station 2- Survive
and Station 3- Be Protected. Activities at each station will be done simultaneously and the
participants will have to move from one station to another in a carousel way. Participants will
be divided into 3 groups (based on their sections)
Station 1 will cover a presentation on identifying hazards and disasters. This will cover basic
concepts on hazards, vulnerability, capacity, risks, disasters, climate change and climate
change adaptation.
Station 2 will cover a session on “Dos and Don’ts before, during and after disasters”. Here,
the facilitators will discuss the different forms of disasters and how to handle them. WASH 5
key messages, proper handwashing and the F-Diagram will be also integrate here
Station 3 will cover a session on “The Rights of the Child Before, during, and After
Disasters”. Here, we will learn about different ways on how to protect children and help them
prepare for disasters. They will also learn about the early warning signals and the color of the
flag if there is typhoon. RA10821 will be introduced here also through a dance performance.
4 Rs (Rethink, Reduce, Reuse and Recycle will be discussed here also)
All Participants will be given paper-pencil pre-posttest except kinder to Grade II which will
have a different pre-posttest examination which is applicable for their age. Pre-test and Post-
test will be administered in order to know the increase of knowledge among the
participants.
