If people are made aware of the hazards that they are
subjected to, then they can make plans to advert a disaster from happening.
Importance of Disaster Risk Reduction
The focus is more on mitigation efforts to lessen the impact
of disasters rather than be focused on the response phase alone. Preparation now includes educating the people of the hazards that they face and the risk they will experience when exposed to those hazards. Mitigation efforts have to be stepped up even if it involves relocating people to avoid exposure to hazards. The government has to work in close coordination with scientists and experts in enchanting the risk reduction efforts to reduce the amount of money and resources that are wasted. History should also be considered in the risk reduction efforts, because it helps paint a clearer picture of what hazards are expected. Disaster risk reduction is defined as a systematic approach to identify, assess, and reduce the effects of disaster through an ethic of prevention. In general, the Philippines’ National Disaster Risk Reduction and Management Plan (NDRRMP) is guided by good governance principles within the context if poverty alleviation and environmental protection. As the main goal of disaster risk reduction is to contribute
to sustainable development, its focus must be shifted to reducing the vulnerability of communities to hazards and diverted from usual disaster relief. The DDRM plan should prioritize two things: the protection of the people who are most at risk, and the protection of the systems and resources that a community depends on. The DRRM plan should be able to foster a culture prevention, to come up with measures to take care of their properties to the best of their abilities at all times. In making a DRRM plan, DRRM should become an integral part of any development policies. Assistance given to disaster areas or victims must be equal, consistent, and in a predictable manner, regardless of geographical location, or economic circumstances. The DRRM plan must ensure the involvement of the community. The community must be made to understand disaster, as well as their roles and responsibilities in reducing its risk. In order to ensure that the effects of a disaster are greatly reduced, disaster risk reduction should be inculcated and enforced in all levels of the government---form the national government down to the local government units. Decisions on DRRM must be transparent to everyone involved the implementation of projects and programs, must take into account the suggestions and insights of stakeholders. Any disaster risk reduction plan must be adapted to the conditions prevailing in the local community. Any entity tasked at implementing a disaster risk reduction program must be recognized by all stakeholders both in the present and in the future. Any DRRM plan must be made flexible and adaptable. It must be able to adjust to changes brought about by industrialization, development, influx of population, housing, or land reform. A DRRM plan must be results-driven; a ningas-kugon attitude does not have a place in disaster management. A proper DRRM plan should be well-funded. The DRRM plan for a community must be prioritize, especially in the Philippines. Since the country is prone to natural hazards. The DRRM plan should have a multidisciplinary approach.
