FOREWORD

The Toxicology Referral and Training Center (formerly known as the Northern NCR
Poison Control Center) of the East Avenue Medical Center is the first Department of Health
(DOH) retained hospital with a functioning Poison Control Center. The TRTC functions as a direct
service provider and part of the public health infrastructure through toxico-surveillance that
provides a robust system for timely recognition and management of patient as well as technical
and medical assistance during toxicologic events.

The Postgraduate Course on Administrative Management in Toxicology is


envisioned to be a model training program of the DOH that will produce toxicology administrator
and managers capable of providing managerial skills that is deeply introduced and applied in the
toxicological setting to obtain the best possible results in the continuous development of poison
control centers (PCCs).

INTRODUCTION
The Toxicology Referral and Training Center (TRTC) was assigned as the Apex
Poison Control Center by the Department of Health – Health Facilities Development Bureau in
2016 and has now been designated as the National Specialty Center for Toxicology as per
Department Order No. 2021 – 0001 dated January 4, 2021. One of our responsibilities is
capacity building of human resources, particularly in DOH hospitals and attached agencies.

The TRTC through the help and expertise of the Department of Health Regional Poison
Control Centers (DOH RPCCs) opted to start the training, hence, creating its own Postgraduate
Course on Administrative Management in Toxicology through our initiative to provide in-
depth advice and guidance to deeply introduce managerial concepts and skills in order to set the
best strategy in effectively and efficiently managing the day-to-day operations of a PCC.

The training course program will enable the trainees to understand and be able to apply
principles in administration and management and recognize their roles and responsibilities in
addressing the continuing development of a PCC.

GENERAL OBJECTIVES
To ensure a PCC’s operations proceeded effectively and efficiently through direct control
and supervision of its support services and to ensure efficient use of resources throughout the
organization.
SPECIFIC OBJECTIVES
At the end of the training, the trainees shall be able to:

 Understand the importance of their role in an organization


 Learn different tactics when dealing with tasks concerning the management and
individuals from different departments
 Develop action plans to complete their tasks more effectively
 Understand the techniques of planning, organizing, and supervising a Poison Control
Center (PCC)
 Learn the skills of priority management
 Implement verbal and written communication approaches
 Coordinate and organize meetings effectively
 Learn to make quick decisions and resolve office-related matters
 Develop relationships throughout the organizational structure
 Develop a clientele-centric and service attitude and mindset
 Employ time management techniques for better efficiency
 Manage time efficiently and be able to think proactively
 Perform basic HR functions and roles
 Think and perform like a manager for effective managerial tasks

ELIGIBILITY FOR TRAINING

Trainees must:
 Be detailed in a Department of Health (DOH) hospital/attached agency;
 Be a registered physician with at least a minimum of sixteen (16) hours of relevant
training in toxicology
 Be a registered nurse with at least a minimum of sixteen (16) hours of relevant training
in toxicology and/or must have undergone Postgraduate Course on Toxicology for
Nurses;

 Be an allied healthcare professional with at least a minimum of sixteen (16) hours of
relevant training in toxicology;
 Be less than 45 years old; and
 Be able to return their service to the sending institution depending on their agreement.

DURATION OF TRAINING
The training course will run for three (3) months. (Note: Exclusive of weekends,
suspension of classes (college level) and holidays during the didactic period while clinical
exposure is not exempted from weekends, suspension of classes and holidays)

NUMBER OF PARTICIPANTS
The number of participants who will be accepted for the training course program will be
a maximum of fifteen (15) pax annually.
TRAINING COURSE FEE
The training course will be shouldered by the toxicology fund of the TRTC given by the
Department of Health – Disease Prevention and Control Bureau.

 Eight (8) weeks of direct learning: classroom lectures and discussions
 Three (3) weeks of apprenticeship at the Toxicology Referral and Training Center
 Written examinations
 Learning design and concept note presentation
