“AN ORDINANCE MANDATING FOR THE ESTABLISHMENT OF BARANGAY


COMMUNITY AND FAMILY HOME GSRDEN OF BARANGAY ___,_________________,
BACARRA, ILOCOS NORTE AND APPROPRIATING FUNDS THEREFOR”

WHEREAS, the economy of the Philippines depends heavily on the agricultural sector, thus
challenges encountered, especially by farmers, have negative effects on the food security in
the country. Given its geographic location, the Philippines continues to experience numerous
threats to food security brought about by strings of natural calamities that have rendered farm
produce unusable or increased food prices due to food shortage;

WHEREAS, the COVID-19 pandemic has threatened the food security of the country,
disrupting the availability and access to fresh and nutritious foods at affordable prices;

WHEREAS, to address the problem of hunger and food shortage in the Philippines, the
national government enacted several laws and implemented various initiatives and strategies
to ensure sustainable and resilient production and food availability throughout the country.
However, this remains a challenge in the country due to food shortage and rising prices
brought about by natural calamities and disasters, health crises such as the COVID-19
pandemic, among others, hindering economic growth and national development;

WHEREAS, the barangay, aware of the burgeoning prices of all basic commodities including
vegetables, has felt the need to contribute in addressing hunger and ensure food security of
the barangay;
WHEREAS; this activity was laid by the Sangguniang Barangay as a priority.

NOW, THEREFORE, BE IT ORDAINED, AS IT IS HEREBY ORDAINED by the Sanggunian


Barangay _______________ duly assembled that;

SECTION 1. TITLE

This ordinance shall be known as the ORDINANCE ON THE ESTABLISHMENT OF


BARANGAY COMMUNITY GARDEN of Barangay #___,_____________, Bacarra. Ilocos
Norte.

SECTION 2. DEFINITION OF TERMS. As used in this ordinance, the following terms shall be
understood as follows;

1) Barangay Community Garden – the barangay community Garden shall refer to a


piece of land or several patches of land operated and cultivated by the barangay for the
purpose of planting and growing vegetables and fruit-bearing trees.
2) Family Home – shall be synonymous with the word household. It shall refer to the
house where family resides. Multiple families living under one roof shall be required to
maintain one family home garden.
3) Family Home Garden – shall refer to the growing of any kind of plants that produces
edible leaves, fruits or roots actually consumed by the concerned family. May also
include medical herbs and plants.
4) Backyard - shall be used in its broad and general concept which includes any vacant
land in any part of the home lot
5) Idle Lot – shall be used in its broad and general concept which includes any vacant lot
in the barangay
6) Urban Gardening – shall refer to the gardening techniques in small spaces which
includes the use of pots, bottles, tires, plastic cans etc.
7) Container gardening – refers to a micro model farming where a family unit or
household is producing fruits and vegetables in special containers for personal
consumption
8) Square foot gardening - is a simple method of creating small, order and highly
productive kitchen gardening.
9) Vertical Gardening – refers to a special kind of urban gardening suitable for small
spaces particularly for decorating the walls and roofs in various styles. It I an alternative
method for gardening by expanding the scope of growing plants in a vertical space.
10)Fruit bearing tree planting - refers to the planting of fruit-bearing trees for food
production purposes.
11)Hydroponics – a method of growing food using mineral nutrient solutions in water
without soil.

SECTION 3. ESTABLISHMENT OF BARANGAY COMMUNITY GARDEN and FAMILY


HOME GARDEN

a) The community garden shall be established in an available site to be determined by the


barangay. It shall have a minimum of two hundred square meters (200 sqm) of land
area or its equivalent in several patches of land.
b) There shall in every sitio/purok of the barangay a community garden consisting of at
least five (5) varieties of vegetables, herbal plants and root crops and two (2) varieties
of fruit bearing trees to grow Malunggay trees shall be included to be planted at its
perimeter. Sitios with suitable spaces are hereby encouraged to plant bamboos.
c) Backyard Gardening shall also be established for every family home. In the absence of
ample space for backyard gardening, urban gardening Is highly encourage through the
concepts of container gardening, square foot gardening and vertical gardening;
d) Each family Home within the territorial jurisdiction of the Barangay shall establish their
own backyard garden with at least five (5) vegetable varieties and/or urban garden of at
least two (2) vegetable varieties. Each household shall also grow its own herbal plants;
e) Training and mentoring on current technology and techniques for sustainable backyard
and/or urban gardening such as but not limited to self- watering bottle gardening,
backyard plot gardening, hydroponics, etc.;
f) The use of organic fertilizers and pesticides shall be highly recommended;
g) Compliance with the proper waste disposal ordinance of the Barangay of the Republic
Act No. 9003, known as the Ecological Solid Wastes Management Act is also highly
observed;

Within four (4) months, from the effectivity of this ordinance, all sitios and family homes
must have established a visible community and backyard/urban food garden respectively.

SECTION 4. ROLES AND RESPONSIBILITIES

1. The City / Municipality shall create a committee that will oversee the compliance to the
HAPAG Project and submission of monthly report every 15 th of the month in coordination
with the C/MLGOO.

2. The Municipality shall provide technical and financial assistance to barangays, particularly in
the implementation of agricultural activities and provision of agricultural support services.

3. The barangay shall organize / reorganize / strengthen the Barangay Nutrition Committee

4. Designate one (1) Sangguniang Barangay member, preferably the one who handles the
environmental concerns, to lead and manage the establishment and maintenance of the
barangay community garden.

5. The Punong Barangay shall designate personnel from among the barangay officials and
staff including Barangay Nutrition Scholar, who shall assist in the operations and
maintenance of the barangay community garden.

6. Establish a group of volunteers in the community to help in the establishment and


maintenance of the barangay community garden as well as spread the information in
setting-up household vegetable gardening and/or planting fruit-bearing trees.

7. Submit necessary reports to the respective DILG Municipal Field Offices on the compliance
with the establishment of the barangay community garden.

SECTION 5. CONDUCT OF ORIENTATION, SEMINARS AND TRAININGS. Within thirty (30)


calendar days from the effectivity of this Ordinance and periodically thereafter, the
Sangguniang Barangay, through the Sangguniang Barangay Member – Chairman of the
Committee on Agriculture shall coordinate with the Municipal Agriculture Office and other
concerned offices to develop and conduct a series of orientation, seminars and trainings for
the development and proper care of organic food gardens.

SECTION 6. APPROPRIATIONS. The Sangguniang Barangay shall include in its Annual


Budget an amount of not less than Thirty Thousand Pesos (30,000.00) intended for the
effective and efficient execution of this Ordinance like the purchase of seedlings and other
organic inputs and the conduct of seminars and trainings for the purpose of the ordinance.

SECTION 7. REPEALING CLAUSE

Prior ordinances which are inconsistent with the provisions of this Ordinance, are hereby
repealed, amended, suspended or modified accordingly.

SECTION 8. SEPARABILITY CLAUSE

If for whatever reason, any part or provision of the Ordinance is declared to be unconstitutional
or invalid, the other provisions hereof not so affected shall continue in full force and effect.
SECTION 9. EFFECTIVITY. This Ordinance shall take effect within fifteen (15) days after its
approval and the posting of the full text of this Ordinance in at least three(3) conspicuous
places in the Barangay.
