SUBJECT : CONDUCT OF WEBINAR ON HUNTAHAN SA BARANGAY


EPISODE II, ENTITLED “SALIKSIK AT IBAHAGI (SALIK-HAGI)”

Chapter IV of the Local Government Code of the Philippines provides for the tenets
promoting the establishment and operation of people’s and non-governmental
organizations (NGOs) to become active partners in the pursuit of local autonomy. The
same tenets also encourage local government units to enter into joint ventures and other
cooperative arrangements with the above-cited organizations in the delivery of basic
services, capacity-building and livelihood projects, and other initiatives towards the
enhancement of the economic and social well-being of the people.

Anchored on this principle, the National Barangay Operations Office (NBOO) recognizes
the role of the Barangay-Based NGOs as co-implementers of its programs, projects, and
activities in the barangay level and in barangay governance in general.

To optimize the participation of these organizations, particularly the Barangay-Based


NGOs, NBOO developed the Huntahan sa Barangay which is a series of dialogue
among NBOO, barangay officials, and Barangay-Based NGOs. Huntahan sa Barangay
Episode 1: Ugnay Kabarangay was conducted on November 24, 2022 via Zoom, which
aims to orient the barangay officials and CSOs on the accreditation of Civil Society
Organizations (CSOs) and Barangay-Based NGOs as co-implementers of DILG
programs, projects, and activities in the barangay.

Subsequently, the 2nd episode of the series of dialogue will be entitled: “Salik-Hagi” –
derived from two (2) Filipino words “saliksik” which means research, and “Ibahagi” which
means share/impart. The Huntahan sa Barangay: Salik-Hagi episode aims to present
the results of the Survey on the level of CSO participation in the BBIs, as well as to serve
as a venue to share good practices and replicable strategies of selected barangays with

In this regard, all DILG Regional Directors are hereby directed to cause the widest
dissemination of this Advisory to all local government units within their respective
jurisdiction and ensure active participation of the barangay officials and the Barangay-
Based NGOs in the said activity.

To ensure the participation of the barangay-based NGOs and other interested


stakeholders at the community level, the Punong Barangays/barangay officials may
convene them in the barangay hall or in any available facility to jointly attend the online
