The Department , in partnership with the DQJ-Office for Alternative Dispute Resolution
(OADR) in the implementation of the Alternative Dispute Resolution (ADR) mechanism
under the Katarungang Pambarangay Law, issued DUG Memorandum Circular
(MC) No. 2022-051 dated April 27, 2022, encouraging the attendance and
participation of Punong Barangays, Barangay Secretaries, Members of the Lupong
Tagapamayapa, and other Barangay Officials to the OWS Season 3 Episodes 1 to 10
for Calendar Year 2022.

In this regard and upon the request of Atty. Ali Loraine V. Manrique, Training,
Accreditation and Promotion Service of DOJ-OADR, ail concerned are directed to
remind and encourage all concerned Barangay Officials to attend and participate in
the remaining episodes of OWS-Season 3. Relatedly, Episodes 7 and 8 will be
conducted on October 20 , 2022 from 8: 30 AM to 11: 30 AM, via an online video
conferencing platform

Ali barangay attendees should be advised to register until October 19, 2022 , through
the link: https : //bit . lv/OWS- S3-E 7 -8- Reci . For related inquiries, all barangay officials

Republic Act No. 92851, otherwise known as the Alternative Dispute Resolution (ADR)
Act of 2004, mandates the Office for Alternative Dispute Resolution (OADR) of the
Department of Justice (DOJ) to promote, develop and expand the use of the ADR
mechanisms throughout the country; to assist the government monitor, study and
evaluate the use by the public and private sector of ADR and to recommend to
Congress needful statutory changes to develop, strengthen and improve ADR
practices in accordance with world standards.

On the bases of the above mandates, OADR , in partnership with this Department, will
conduct the OWS-Season 3, composed of 10 Episodes, via Facebook live, which can
be accessed through OADR’s Official Facebook Account at: bit.ly/oadr_facebook,
with the following tentative schedules/ dates:

The said activity aims to feature concise but detailed presentations on ADR
mechanisms, including those employed in the Katarungang Pambarangay framework .
It also intends to continue providing the services required and as requested by its
stakeholders, especially the Members of the Lupong Tagapamayapa.

Further, the OWS intends to enhance their knowledge and understanding on ADR in
the government, the fundamentals of mediation and arbitration processes. Simulation
exercises will also be conducted during the said activity to enhance the skills of the
participants in performing their mediation, conciliation and arbitration functions under
the Katarungang Pambarangay procedures.

In this regard and in support to the request for assistance by Atty. Irene D. T. Alogoc,
CESO I, Executive Director of OADR , all Punong Barangays, Barangay Secretaries,
Members of the Lupong Tagapamayapa and other interested barangay officials are
encouraged to participate and attend all the ten (10) episodes of OWS Season 3
based on the above-stated schedules.

The 1st Episode will be held on April 29 , 2022. Copy of the Provisional Program of
Activities is hereto attached for your reference. In this connection, all concerned
barangay officials are requested to register thru the link: bit.ly/OWS-S3Ep1 which will
be open until April 28, 2022, at 5:00 PM . A Certificate of Participation will be awarded
to those who attended and completed the post-event survey . Link for the purpose will
be provided by OADR.

All DILG Regional Directors and Field Officers are directed to inform the concerned
barangay officials within their respective areas of jurisdiction about the activity and
shall ensure to cause the immediate and widest dissemination of this Circular. The
BARMM Ml LG is respectfully requested to circulate this policy, and to likewise inform
all concerned barangays officials about the activity within BARMM territory.
