SUBJECT : CY 2024 BARANGAY GAD PLANNING AND BUDGETING

The Magna Carta of Women (MCW) is a comprehensive women’s rights law that seeks to
eliminate discrimination against women by recognizing, protecting, fulfilling and promoting the
fundamental rights to Filipino women, especially those in the marginalized sectors. The Magna
Carta of Women serves as the Philippine “Bill of Rights” for Filipino Women.

The Department of the Interior and Local Government (DILG) as one of the oversight agencies
which strictly implements its provisions was mandated to review the annual GAD Plans,
programs and Budgets of LGUs and endorse said plans for integration to the LGUs’ Annual
Budget and Annual Investment Program (AIP). This mandate is reinforced by the PCW-DILG-
DBM-NEDA Joint Memorandum Circular 2013-01: Guidelines on the Localization of the Magna
Carta of Women which was amended thru JMC 2016-01 entitled “Amendments to PCW-DILG-
DBM-NEDA JMC No. 2013-01: Guidelines on the Localization of Magna Carta of Women.
Specifically, the new JMC provides the guidelines and steps including the roles of the DILG in the
development, submission, review, endorsement, monitoring and evaluation of the LGU GPBs.

As part of the continuous Technical Assistance provided by the DILG South Cotabato and with
the intention to assist the GAD Focal Point System of every Barangay in the province, we are
conducting a series of three (3) day orientation on JMC 2013-01 as amended by JMC 2016-01,
Gender Analysis, HGDG and Planning Workshop and critiquing of Barangay GAD Plans. The
activity will be held on batches so as to cater a manageable and effective number of participants.
The activity will start on April with the following schedule at Cinco Ninas, City of Koronadal, viz:

April 18-20, 2023 Tboli, Polomolok and Surallah

April 25-27, 2023 Sto. Nino, Tampakan, Tupi and Koronadal City

We are inviting five (5) GFPS members: Punong Barangay, Secretary, Treasurer, SB Chair on
Women and Family and VAW Desk officer. There will be a registration fee of Six Thousand Pesos
Php 6,000.00 per participant to pay for the meals and snacks and accommodation and other
materials needed for the training chargeable against the GAD Budget of the LGU.

In addition, kindly bring necessary data needed for the planning such as sex disaggregated data,
emerging gender issues in the LGU, proposed PPAs per department and Project Proposal for
HGDG.

In line with this, LCEs are encourage to send participants to said activity to ensure submission
of the GPB to pave way for the City/Municipal Planning and Development Office (C/MPDO) to
review its alignment and the DILG to review its Gender Responsiveness in preparation for its
integration to the LGUs Annual Investment Program (AIP).
