RATIONALE BACKGROUND:
The Barangay Local Government Unit of Gubatan, Maco, Davao de Oro strictly adheres to
the principles of Good Governance that sets the normative standards of development, it
fosters participation, ensures transparency, demands accountability, promotes efficiency,
and upholds the rule of law in economic, political and administrative institutions and
processes, hallmark of political maturity but also a requisite for growth and poverty
reduction, for there are irreducible minimum levels of governance needed for large-scale
investment to occur and for social programs to be supported.
Also the Barangay Government of Gubatan practice innovative techniques and full of
credibility in delivering various services to the constituents. The administrative works are
very important in all these aspects and good governance is adherence to the rule of law,
that is, the impersonal and impartial application of stable and predictable laws, statues,
rules, and regulations, without regard for social status quo or political considerations.
Additionally, the Barangay Government of Gubatan known for its transparent and
participatory governance, since 2018 the Barangay government has initiated and
institutionalized various innovative programs that promote transparency, accountability,
and people participation in its system of government.
In order to provide comprehensive and implement all the mandates of our government
we must have accessible equipment and office materials to used and utilize that’s why
need to request the APEX Mining Company Incorporated the following projects listed
hereunder:

The purpose of this project is to provide high quality service and supplement the
mandates of the BLGU to have a continuous good governance by proving the above-
mentioned equipment.
To supplement the needs of programs and activities conducting by the Barangay and
rendering our constituents with refined and dignified public service.

MONITORING MECHANISM
The Office of Punong Barangay together with Barangay Property Custodian and
Inventory Team shall conduct monitoring mechanism such as process, context,
beneficiary, financial and maintenance evaluation in order to realize the objectives of this
project.
EVALUATION
The Sangguniang Barangay with the Barangay Administrative Council shall conduct
Evaluation, that entails assessing specific areas of a program’s implementation and
operation (process evaluations) as well as assessing the impacts of interventions on
outcomes (impact evaluations).
ACCEPTANCE
RATIONALE BACKGROUND:
The Barangay Local Government of Gubatan strongly supports the People’s Organization
and Civic Society Organizations in the Barangay shall endeavor to be self-reliant and
shall continue exercising the powers and discharging the duties and functions currently
vested by the law. It shall likewise exercise such other powers and discharge such
other functions and responsibilities as are necessary appropriate, or incidental to
efficient and effective provision of the basic services and facilities like agricultural
support services, health and social welfare services, Maintenance of Katarungang
Pambarangay, Infrastructure facilities, improve standard of living and maintain Peace
and Order.
On the other hand,on May 22, 2019, the Department of the Interior and Local
Government issued Memorandum Circular No. 2019-072, enjoining all Local Government
Units to establish Civil Society Organization Desk that will be responsible for handling
CSO-related concerns in their respective areas of jurisdiction and also to accredit to the
Sangguniang Barangay.
The purpose of this project is to provide support through giving equipment and supplies
for IP Women, IP Youth, Barangay Tribal Council Leaders, Theater Artist Guild, seven (7)
Puroks in Barangay Gubatan, and GKK San Roque Church.
