Rationale

Section 458 (a)(2)(xiii) of the Local Government Code of 1991 states that “the Cebu City’s Sangguniang
Panlungsod may provide grants to other local government units, provided, however, that, the said institutions have
been operated and maintained within the city”;
The Office of the Mayor through Sangguniang Panlungsod of Cebu City has allocated financial subsidies to
all Barangay Sangguniang Kabataan of Cebu City which will serve as a subsidy to the various programs, projects, and
activities of the respective Sangguniang Kabataan. The said financial subsidy shall be used to fund ONLY the
following projects under these are of participation namely; Governance, Education, Active Citizenship and Economic
Empowerment.

Goals of the Financial Assistance to fund the following proposed projects;

1. Capacity Development which includes, Training, Conventions, and Benchmarking of SK Officials

2. Inter-Barangay Sports League or Palarong Pambarangay
3. Community Skills and Livelihood Program
4. Business Start Up Program
5. Provision of School Supplies, Materials and Equipment
6. Maintenance of the youth center (purchase of furniture and fixture)
7. Conduct of KK Assembly, Team building and the like
8. Conduct of CBYP and ABYIP Planning
9. Assistance to Senior and College Students
10. Assistance to job seekers and employees
