ACTIVITY DESIGN

SANGGUNIANG KABATAAN MANDATORY TRAINING FOR

SK OFFICIALS

I. RATIONALE

The Implementing Rules and and Regulations, Section 30 of Sangguniang Kabataan (SK) Reform
Act of 2015 or RA 10742 states that, “…for the purpose of emphasizing the role of youth in nation-
building and molding them to become better citizens with the values of patriotism, nationalism and honor,
any SK official, whether elected or appointed, or any member of the LYDC must undergo the mandatory
training program before he/she can assume office.” This is one of the key reforms introduced to the
Sangguniang Kabataan to ensure that the youth will be able to carry out their responsibilities as public
officials properly and to fully assume their position. It is focused in capacitating and motivating the
appointed SK officials towards achievement of the desired goals.

This year, the Department of the Interior and Local Government (DILG) as the chair of the
Provinvial Management Team (PMT) scaled-up the Sangguniang Kabataan Mandatory Training (SKMT)
through coming up with a customized module emphasizing the roles of the SK Treasurer and Secretary.
Hence, the PMT Development Office, Liga ng mga Barangay, and the League of Municipalities of the
Philippines, decided to empower the Municipalities through bringing the SKMT within the LGU. Thus,
the City/Municipal Managemet Team (C/MMT) headed by the City/Municipal Local Government
Operations Officer (C/MLGOO) along with its members: Representative from the Office of the Mayor,
Liga ng mga Barangay (LnB) President, SK Federation President and the Local Youth Development
Officer, will be spearheading the conduct of the SKMT in their locality.

As such, the Municipality of Miagao through its Municipal Management Team (MMT) will be
conducting a oner-day mandatory training for SK Officials to equip them with the necessary knowledge
and skills to effectively deliver their roles and responsibilities, hence this activity design.
II. OBJECTIVES

The training is designed to develop the competence of the participants to perform their powers
and functions as Sangguniang Kabataan (SK) officials.

Specifically, at the end of the training, the participants will be able to learn the following:

1. Concept and practice of decentralization in local governance;

2. History of Sangguniang Kabataan;

3. Roles amd Functions of SK Treasurer and Secretary ;

4. Basic skills on the writing of minutes and resolutions;

5. Basic principles of SK planning and budgeting and

6. Code of Conduct and Ethical Standards for Public Officials and Empoyees (RA 6713)

as applicable to the position.

III. METHODOLOGY

In order to attain the training objectives, the following methods will be used during the activity:

1. Plenary discussions to convey the topics, and reinforce understanding of the basic
concepts;
2. Focused group discussions, to foster group synthesis and assimilition for better
appreciation of topics and concepts; and
3. Workshops, to simulate the process especially thos that involve skills, and project
real life scenarios through various role-playing techniques.

VII. BUDGETARY REQUIREMENTS

A registration fee of P700.00 for each participant amounting two hundred forty seven thousand
eight hundred pesos (P247,800.00) shall be charged againstthe SK Fund. The breakdown will be as
follows:

VIII. MONITORING AND EVALUATION

A terminal report of the activity with observations and reccomendations on how to further
improve future training for SK will be submitted within (15) days after the conduct of the training.
