Training Design

I. RATIONALE

The assumption into office of the new sets of local officials need a concrete direction and
well-defined plan that will serve as guide in bringing their local government unit responsive in the
needs of their constituents. Hence, in the first 100 days after assumption to office they are required
to formulate and submit their Executive-Legislative Agenda (ELA).

The Executive Agenda, to be effectively operational and implemented, calls for certain
policies and legislative measures. Without the appropriate legislative/policy support, EA
implementation may be stalled and its potential gains for the community reduced. It is
therefore essential that the executive and legislative departments of the LGU coordinate their
priorities, and ensure that their actions are mutually supportive of each other and directed at a
common set of local development priorities.

The Executive-Legislative Agenda (ELA) is a planning document that is mutually developed


and agreed upon by both the executive and legislative departments of an LGU. It is an integrated
plan that contains the major development thrusts and priorities of both the executive and
legislative branches towards a common vision for the locality.

Hence, this 3-Day Live – in Workshop for the Legislative Agenda Formulation.

II. OBJECTIVES:

General Objective:

To produce the necessary workshop outputs that will serve as the inputs in the finalization of
ELA document.

Specific Objectives:

At the end of the activity, participants are expected to:

a. Understand the concept of ELA, Capacity Development Agenda and its processes;
b. Identify the current issues in the LGU; and
c. Produce workshop outputs per activity;
d. Formulate the Legislative Agenda (LA)
