FEES AND CHARGES AND REVISITING/UPDATING OF
LOCAL REVENUE CODE OF THE MUNICIPALITY OF
GENERAL MARIANO ALVAREZ, CAVITE –Part I
II. Background/Rationale:
Tax money is what allows the state to exist, paying everything from social programs to
infrastructure investment. As a result, revenue should be able to provide essential services
such as security, education, and health care. The government cannot support itself and the
requirements of the public without tax money. It is frequently stated that taxes are the
government’s lifeblood. “This is true not only for the national government but also for the
smallest government unit”.
Section 129 of Republic Act 7160, also known as the Local Government Code of 1991,
gives each Local Government Unit (LGU) the right to generate its own sources of revenue and
collect taxes, fees, and charges according to the rules therein.
The collection of business taxes has become an immense issue for LGU as a result of
the COVID-19 pandemic. Many firms survived the quarantine period by innovating and
refining marketing techniques (e.g. Online Business), but some were forced to close
permanently due to health concerns and quarantine regulations.
The General Mariano Municipal Revenue Code was amended and codified in April
2014, and the need to examine, revise, and execute the modified code is critical to the local
economy’s rehabilitation and move to the post pandemic “new normal” and to respond to the
challenges and changes of times.
III. Goals/Objectives:
- To update taxes, fees and charges and to create other revenue sources;
- To increase the collection from local taxes, fees, and charges that will enable the
municipality of Gen. M. Alvarez, Cavite to deliver more effective and essential public
services as well as perform better its devolved functions;
- To identify offices imposing regulatory fees and user/service charges;
- To learn how to use the Local Fees and Charges (LFC) Toolkit in determining and setting
rates of fees and charges and to ensure uniformity and compliance with the law and JMC
No. 2019-01;
- To take the appropriate actions not just to help our citizens and business owners, but also
to lessen the impact of the epidemic on local tax collection.
