The formulation of an Executive and Legislative Agenda (ELA) stemmed from the need to
translate the local government unit’s (LGU) medium-term development plans into doable short-term
plans aligned with the term of elected local officials. The three-year ELA is mutually developed and
agreed upon by the executive and legislative departments of the LGU. As such, it contains the major
development thrusts and priorities of both the executive and legislative departments, with due
reference to the City’s Development Plan and the City’s Comprehensive Land Use Plan.
The ELA serves as an instrument that will prioritize responses to multi-stakeholder needs,
translated into programs, projects, activities, legislations and capacity development programs, to put
into action strategies in the local development plans.
The ELA serves as a planning and budgeting tool for it provides a three-year development
roadmap for the LGU; a performance management tool that provides a basis for ensuring that three-
year LGU programs, projects and legislative measures are implemented and are producing the desired
impact; a communication tool that allows elected officials to present and articulate their political
agenda; and a convergence tool that encourages collaboration between the executive and legislative
departments.
The Department of Interior and Local Government directs LGU’s to come up with the ELA within
the first six (6) months from assumption into office of every local administration. As such it also runs in
consonance with DILG-NEDA-DBM-DOF Joint Memorandum Circular No. 001-2007 which provides for
the harmonization of local development planning, investment programming, revenue administration,
budgeting and expenditure management.
General: Come up with an updated Executive-Legislative Agenda that would cover the period
2022-2025.
Specific Objectives:
1. Revisit and assess the city’s socio-economic development vision, mission, goals and
objects; and the physical development thrusts and direction.
2. Revisit the ELA of 2016-2019, assess performance and accomplishments, and
identify areas for further improvement.
3. Align local development priorities with the national government’s development
agenda, as well the regional and provincial development agenda.
4. Identify key result areas, priority programs, projects, and activities to support the
city’s 3-year development roadmap.
5. Determine resource requirements, strategies, policy measures and legislative
actions to support the envisioned 3-year development priorities.
The methodology for this workshop will combine various forms, namely:
The workshop is basically designed for local appointive and elective government officials and
personnel, namely:
1. City Mayor
2. City Vice Mayor
3. City Councilors
4. City Department Heads
5. City Chiefs of Offices
6. Support and Technical Staff from various departments
A total of 50 participants are expected to attend the workshop, broken down as follows:
a. Elective Officials
b. City Department Heads
c. City Chiefs of Offices
d. Resource Persons/Facilitators
e. Support Staff

The training-workshop will be held at a Hotel (for confirmation) in Davao City. The LGU shall
shoulder the hotel accommodation, meal expenses and training kits/materials, including transportation
expenses of the participants to and from the venue.
