REPORT SUMMARY
I. OBJECTIVES OF THE ACTIVITY:
The activity aims to provide clear and strategic coordination with the Regional Offices in the following:
1. DILG Strategic Plan;
2. Open Government Partnership (OGP) initiatives;
3. Sweeping Empowerment Efforts and Initiatives;
4. SLGP Regional Coordination Team (RCT) Operations; and
5. Other SLGP-Supported Activities and Initiatives.
II. HIGHLIGHTS OF THE ACTIVITY:
DAY 1 – November 16, 2023

To better address the needs of stakeholders the Support, for the Local Governance Program. Project
Management Office (SLGP PMO) in collaboration with the DILG 10 Local Government Capability Development
Division (LGCDD) SLGP organized a gathering of stakeholders. The purpose of this meeting was to align SLGPs
goals and priorities for FY 2024 with the Departments new strategic plan.

The SLGP Strategic Planning and Stock-taking event provided an opportunity for the SLGP PMO to refine its
plans and initiatives. Discussions focused on reforms, innovations, and accomplishments strengthening
research, policies, and capacity development efforts. This process ensured integration with the Department's
Strategic Plan FY 2023 2028. Moreover, participants discussed ways to enhance existing programs aimed at
strengthening Local Development Councils (LDCs).

During his address, DILG Undersecretary for Local Government Marlo L. Iringan emphasized the significance of
upholding excellence in governance. He highlighted that “Within the framework of our Department's
organizational outcome, the local government sector plays a crucial role. The primary objective is upholding
excellence in local governance, particularly making sure that transparency, accountability, and eco-centric
local governance are achieved."

This event witnessed participation from the SLGP Regional Coordinating Teams (SLGP RCTs) as well as

representatives, from various DILG
Regional Offices.
The Department of the Interior and Local Government (DILG) has developed its Strategic Plan for the period
2023-2028 to align its goals, with those set out in the Philippine Development Plan (PDP). This plan will focus
on implementing strategies that promote governance ultimately contributing significantly to the economic and
social progress of our nation.

Topic 1: The OGP Localization: Mainstreaming OGP beyond the National Action Plan
Resource Person: Ester A. Aldana, CESO II, Asst. Secretary for Administration, Finance and
Comptrollership

DILG Assistant Secretary for Administration, Finance and Comptrollership Ester A. Aldana, CESO II, stressed
the importance of Open Governance to help LGUs become globally competitive, further emphasizing that
collaborative efforts are essential to the realization of the PH-OGP.
"Open Governance will become an important avenue for the participation and transparency of Philippine Local
Governments," she expressed.

The primary objective of this training is to empower CSOs by enhancing their understanding and capabilities,
enabling them to contribute effectively to the operationalization of the Local Development Council (LDC).

Here are the key highlights of this comprehensive 2-day training program:

Preliminaries
 DMO III Aldrin D. Nolasco and DMO II Janeth Joy De Castro acknowledged the participants from the
targeted LGUs of the four provinces. 2 CSO representatives from each of the 21 LGUs attended the
activity, to wit:

 Ilocos Norte: Batac City, Adams, Burgos, Carasi, Dumalneg


 Ilocos Sur: Gregorio Del Pilar, Lidlidda, Nagbukel, San Esteban, San Vicente, Santa
Catalina, San Ildefonso, Sigay, Sugpon, Santiago, Sta. Lucia, Sta. Cruz
 La Union: Bagulin, Burgos, Pugo
 Pangasinan: Santo Tomas

Overview of the Program

 DMO III Aldrin Nolasco leveled off with the participants in terms of topics being covered by the
program. A backgrounder was also provided to determine the purpose and rationale of the training. He
also presented some of the positive outcomes of last year's activities, which were carried out as part of
the piloting of the CSO CapDev Program for CSOs in Local Special Bodies. Lastly, he ran through the
session topics and snapshot of the training program:

Introduction to Support for the Local Governance Program


Resource Speaker: Mr. Allyn Lopez, PDO V, SLGP-PMO

 Prior to the training proper, Mr. Allyn Lopez of SLGP-PMO gave an Overview of SLGP Programs.
Participants were introduced to various support programs aimed at strengthening local governance
units to become more efficient, responsible, and responsive. These programs are typically initiated and
a collaboration of the national government, civil society organizations, and NGOs to enhance the
capacity and effectiveness of local governments and strengthen multi-sectoral partnerships at the
national and local levels. The following are the SLGP PPAs briefly discussed:

1. Enhancing Effectiveness of CSOs in Local Development: A Capacity Development Program for


CSOs in the LSBs
2. Capacity Building for CSO Desks and Local People’s Council
3. DAGYAW: Town Hall Meetings
4. Deployment of Participatory Governance Metrics (PGM)
5. Third-Party Monitoring for LGSF-SBDP Projects
6. Support to Philippine Open Government Partnership (PH-OGP)

Session 1: Role of CSOs in Local Governance


Resource Speaker: MLGOO Leilanie May M. Aguilar, EnP

 At the beginning of the session, participants were given an introduction to the fundamental concepts of
"development". Development was discussed as a multifaceted process encompassing economic, social,
and environmental advancements aimed at improving the well-being and quality of life for individuals
and communities. Participants gained insights into the broad scope of development, extending beyond
mere economic growth to include social, cultural, and environmental aspects (Session 1.1: Overview of
Development).

 CSOs were introduced to the Sustainable Development Goals (SDGs) and the Philippine Development
Plan as the guiding principles for development planning. The SDGs, adopted by the United Nations,
serve as a universal call to action for ending poverty, protecting the planet, and ensuring prosperity for
all, while the PDP contextualizes these global goals to align with the country's specific needs and
priorities.

 Participants also learned about the pivotal role of CSOs as catalysts for local development, and how
they intersect with the local public administration cycle (Session 1.2: CSOs as Catalyst in Local
Development). This part of the session covers phases of local governance, including planning,
budgeting, implementation, and monitoring. Participants grasped the significance of these stages and
how CSOs can actively engage at each to influence policy decisions and ensure accountability. Further,
the session also highlighted the importance of CSOs being accredited within Local Government Units
(LGUs) to gain formal recognition and access to various opportunities for collaboration and
participation. Participants learned about the accreditation process and its requirements, and how CSOs
can actively contribute to the organization or reconstitution of LSBs. (DILG MC 2022-083).

 The session also includes a discussion of other various avenues through which CSOs can participate in
local governance. These included participation in local assemblies, public consultations, and
partnership opportunities with government agencies and other stakeholders.

 The last topic for this session covers the presentation of the structure, composition, roles, and functions
of Local Development Councils (LDCs). Participants learned about the diverse stakeholders involved,

including government officials,
CSOs, business representatives, and other civil society actors. Participants were introduced to the
indicators used to assess the functionality of LDCs. This knowledge helps CSOs gauge the effectiveness
of LDCs in local development efforts and identify areas for improvement.

 In conclusion, the first session of the CSO training program provided participants with a
comprehensive understanding of the role of CSOs in local governance and their impact on local
development. They learned about the definition of development, the local public administration cycle,
CSO accreditation, LSB organization, avenues of CSO participation, and the composition, roles,
structure, and functionality of Local Development Councils (LDCs). This foundational knowledge equips
CSOs with the tools to actively engage in local governance and contribute to the betterment of their
communities.

Session 2: Local Development Planning


Resource Speaker: MLGOO Kay Legrand D. Ramos, EnP

 The second session of the CSO (Civil Society Organization) training program delved into the essential
aspects of local development planning, starting with an understanding of the overarching development
frameworks. The session has made CSOs understand the local development planning process. They
learned about the rationalized planning system, mandated plans (including CLUPs and CDPs), the
hierarchy and relationship of plans, and the five major steps involved in the formulation of a
Comprehensive Development Plan (CDP). This knowledge equips CSOs with the tools to actively engage
in the planning and development processes within their localities, contributing to more sustainable and
inclusive communities.

 Ms. Kay Legrand Ramos discussed the concepts of a rationalized planning system, emphasizing the
need for systematic and evidence-based planning processes. She elaborated on the importance of data,
research, and stakeholder consultations in the planning system to ensure that plans are grounded in
reality and respond to actual needs.

 Ms. Ramos also presented various mandated plans that are essential for local development. These
include Comprehensive Land Use Plans (CLUPs), Comprehensive Development Plans (CDPs), and other
specialized plans required by law. Understanding these plans' significance in the planning process was
emphasized. Furthermore, this topic proceeded with the discussion of the hierarchical structure of
plans, highlighting how different plans at various levels (local, regional, and national) relate to each
other. Participants learned knowledge into how local plans must align with higher-level plans to ensure
coherence in development efforts.

 Comprehensive Land Use Plans (CLUPs) and Comprehensive Development Plans (CDPs)were explained
as vital planning documents that guide land use and development within a locality. Participants learned
about the components and importance of both plans in ensuring sustainable and organized land
development. Lastly, participants were guided through the five major steps involved in the formulation
of a Comprehensive Development Plan (CDP).

DAY 2
Session 3: Roles of CSO in Local Budget Process
Resource Speaker: MLGOO Kay Legrand D. Ramos, EnP

 The third session of the CSO training program focuses on providing participants with an outlook of the
local budget process.

 As discussed by Ms. Kay Legrand D. Ramos, this session began with an exploration of the local budget
process, emphasizing CSOs critical role in shaping the development and well-being of a community.
Participants gained insights into the various stages involved in budget preparation, approval, review,
and implementation, highlighting the significance of transparency, accountability, and citizen
engagement throughout these phases. The heart of this session was an examination of the different

avenues through which CSOs can
actively engage in the local budgeting process. Participants were introduced to multiple opportunities
for their organizations to play a significant role in budget-related activities. Key avenues cited by the
resource speaker were the following:

 Participation in Budget Hearings
 Advocacy and Lobbying
 Monitoring and Evaluation

 Participants were also guided on the significance of building strong networks and partnerships with
other CSOs, community groups, and government agencies to amplify their influence in the budgeting
process.

Session 4: Citizen’s Participation in Program Implementation and Monitoring and Evaluation


Resource Speaker: PM/LGOO VI Nicolette May O. Amon

 The first half of this session focused on the critical role of citizens and CSOs in program implementation,
particularly in the context of government procurement. Ms. Nicolette O. Amon delved into the intricacies
of government procurement and its relationship with program implementation. Key topics covered
included the procurement process, bidding procedures, and contract management. Participants learned
how CSOs can actively engage in these processes to ensure transparency, fairness, and value for money
in government spending. The session began with an overview of government procurement, emphasizing
its significance in delivering public services and programs. Participants learned about the legal and
regulatory frameworks that govern procurement activities.

 The second half of the session discussed the concepts of monitoring and evaluation in the context of
program implementation. They learned how M&E activities enable organizations and citizens to assess
the progress, effectiveness, and impact of programs. The session underscored the significance of M&E in
ensuring that programs achieve their intended outcomes.

 Ms. Amon highlighted the Program Monitoring Committees (PMCs) as a specific mechanism for citizen
engagement in M&E. PMCs are composed of LGU functionaries and CSO representatives who monitor
the implementation of government programs at the local level. Ms. Amon discussed the composition and
functions of PMCs. Participants learned about the responsibilities of PMC members, including
conducting site visits, collecting data, and reporting findings to relevant authorities.

 The last topic focused on other Mechanisms for Citizen feedbacking. Participants were introduced to
various mechanisms and tools for citizen feedbacking beyond PMCs. These included community
surveys, public consultations, feedback hotlines, and online platforms. Participants learned how to use
these tools effectively to gather input from community members.

CSO Action Planning

 DMO III Aldrin Nolasco presented action planning as a critical component of the training program since
this will identify intervention points that will aid CSOs in improving their participation in the LDC as
well as determine the timeframe and resources needed when these activities can be carried out.

 Focusing on Local Development Planning, Local Budget Process, Program Implementation, and
Monitoring and Evaluation, CSO participants were able to translate the knowledge and skills acquired
during the training sessions into actionable strategies and initiatives that contribute on sthrengthening
their participation in LDC. The action planning enabled CSOs to:

1. Identify specific areas of focus
within local development planning, budgeting, program implementation, and monitoring and
evaluation where CSOs can make a meaningful impact.

2. Set clear and achievable goals and objectives for CSO-led initiatives and projects.

3. Develop a comprehensive plan that outlines activities, timelines, responsibilities, and resources
required to execute CSO initiatives effectively.

4. Foster collaboration and partnership among CSOs, community members, and relevant
stakeholders to maximize the impact of planned actions.

CSO Engagement Roadmap

 The CSO Engagement Roadmap was introduced by Mr. Allyn Lopez as an indispensable tool for CSOs to
navigate their roles in local governance and development effectively. By following the steps and
adhering to the key components, CSOs can create a strategic plan that empowers them to contribute
meaningfully to their communities' growth, transparency, and accountability. The roadmap serves as a
dynamic guide for CSOs, helping them adapt and respond to evolving challenges and opportunities in
local governance and development.

 As explained, the roadmap provided an outlook on the local context, including governance structures,
community needs, existing CSO resources and capacities, and identifying issues and concerns.

 The discussion also tackled barriers to citizen participation and key considerations for an effective
people's council/CSO.

III. OUTPUT/S OF THE ACTIVITY:


The training management administered post evaluation survey to evaluate the Resource Speakers and various
aspects of the activity and solicit feedback, insights, and suggestions for improvement of the overall
management of the activity from the participants. The following rating scale was used for analysis.

 The above results show that the resource speakers received a "Very Satisfactory" Rating, implying that
the participants noted the resource speakers as effective, with great command of their respective fields,
and capable of providing insightful guidance on their issues and queries.

 It demonstrates with the above figures that the training management was able to deliver CapDev
intervention in a conducive manner, and the participants were very satisfied with the overall training

Pugo La Union- Ptr. Actually this is an excellent seminar ito po ay pangatlong seminar sa DILG na kung saan ako

Pang-ot Fernando and this year. This seminar is actually challenge in may part as part in my project
monitoring team and also as a part of BAC in Pugo at saka marami pa na committies part
of the BAC in Pugo kasi we are only 8 accredited kaya most of the committee andoon ako.

masasabi ko lang they were all prepared well knowledgeable doon laman ako namangha of
the topic that being discussed the discuss were very clear at maganda po yung flow ng
discussion natin. Yung sinabi kanina ni sir kung inaantok tayu di namn siya boring lahat

and that is good flow for a discussion . For myself I really learn alot 100 % po ako sa mga
speakers thank you po sa topics that have been discussed na interesting po sa ating part na
CSOs kasi po kahit Csos po tayu marami sa atin or iba sa atin hindi na inbitahan to get
involved or to be included sa mga local development council meeting informative po yung
mga natutunan po natin ngayun it was an empowerement empowereng and eyeopener
for us to aware and our kakakarelin natin and widen para po sa ting common goal as CSOs .
Pati din po sa mga participants participative din po some how attentive at higit po sa lahat
nadevelop natin ang caramadere may convenient tayung nakikilala ang isa’t isa. for me
madami na akung na experience na seminar sa OWA kasi under OWA po kami being as
MSW from Ngos CNA ganun po kaya kakaiba po ang training na ito for 2 days. Sa pagkaen

a excellent participants . Before this seminar I was sinking about it is really great to me
very strange seminar although marami na kung narining na doon sa development but the
development i learn from this seminar is very dynamic kasi sinasabi pag may development
may truth may progress pa at saka it has a positive change meron palang ganito as being
CSO members meron palang ganito noon diko alam yung mga ito ngayun mga dimensions
to attain sustainable development yung mga 17 SDG Sustainable Development Goals at
saka kelangan pala yung perfect na kung wala yung kelangan ng perfect presentation and
participation peoples it was said yesterday peoples participation is the easen of good
governance kaya naisipan ko na kung pwede lang sana kasi im now very confident on
Monday I will go to the mayors of course to the Municipal Planning And Development
coordinators sasabihin ko doon thru this seminar meron pala kaming empowerment ayun
very confidential now very confident not confidentially sorry magiging confidential fund .
Im thinking I will going to office of the local chief executive , the MPDC, the MSWDO and
other agency from the municipal gov't the budget officer ma'am please paki budget nga
parang ganun so at this very moment Im now a parang sa legislative body in the session Im
now sponsoring emosyon a resolution request the office of DILG to give us to conduct
another seminar enhancing our knowledge to participate in the local budgeting process
ganun sayang tapos na yung budget hearing namin doon doon sa Adams katatapos ang
yata nung lastweek pwede lang sana but Im hoping next year we will there also to
participate in the budget hearing and so thank you very much to the speakers , the trainers
