Proposed Budget:

I. RATIONALE:

Pursuant to Section 29 of the Republic Act No. 10742 or the Sangguniang Kabataan Reform Act
of 2015, as amended by Republic Act No. 11768 mandates the conduct of Mandatory and
Continuing Training program for Sangguniang Kabataan (SK) officials and Local Youth
Development Council (LYDC) members. Undergoing this training is a pre-requisite to SK
officials and LYDC members before they can officially assume and perform their mandated
duties and functions. This is one of the key reforms introduced to the Sangguniang Kabataan to
ensure that these youth leaders will be able to carry out their responsibilities as public officials
properly.

Pursuant to the Rule IV (d) of the Implementing Rules and Regulations (IRR) of RA 10742, one
of the functions of Youth Development Officers (YDOs) is the conduct of the Sangguniang
Kabataan Mandatory Training (SKMT) for SK Officials and LYDC members in accordance with
programs jointly designed and implemented by National Youth Commission (NYC), the
Department of the Interior and Local Government (DILG), and the Development Academy of the
Philippines (DAP).

Through a resolution released by the NYC, the Local Youth Development Office and its
personnel as accredited Training Provider and Training Managers under the office of City Mayor,
Atty. Alyssa Sheena P. Tan, CPA, in cooperation with the DILG Santiago, shall conduct the
SKMT for the newly elected SK Officials in the 37 barangays in the City of Santiago on
November 10-11, 2023 in accordance with the NYC approved Modified Guidelines on the
Conduct of the Mandatory Training for Sangguniang Kabataan Officials and Local Youth
Development Council Members through the DILG Memorandum Circular No. 2023-156.
The Mandatory Training program is designed as a one-day activity. Three modules consist of five
topics and will be delivered separately across five sessions through the esteemed resource
speakers.

II. OBJECTIVES

The program aims to achieve the following objectives:

1. Facilitate the conduct of Sangguniang Kabataan Mandatory Training for the newly elected
SK officials in the city;
2. Capacitate and develop competency of newly elected SK Officials to perform their powers
and functions effectively; and
3. Provide meaningful youth development and participation in local governance.
