TRAINING ON ZONING ADMINISTRATION AND ENFORCEMENT

March 16-18, 2022

RATIONALE

The Department of Human Settlements and Urban Development (DHSUD) is the

primary agency tasked by law to issue guidelines and provide technical assistance to
Local Government Units in terms of land use planning and zoning implementation.

It is tasked to provide capacity building measures to develop the capacity of local

zoning officers to efficiently and effectively perform their functions.

It is in this note that the ELUPD Division of DHSUD Region 2 proposes the conduct
of the above-stated activity to requesting LGUs and others with newly
designated/appointed zoning officers and LGUs with newly approved
Comprehensive Land Use Plans.

METHODOLOGY

A face to face training will be conducted on March 16 to 18, 2022 in Tuguegarao

City.

The training will involve discussions on the following subject matter:

1. Overview on Zoning Administration and Enforcement;
2. Functions of the Zoning Officer;
3. Processing and Evaluation of Locational Clearances;
4. Computation of Fees;
5. Minimum Design Standards on Special Projects; and
6. Monitoring and Evaluation.

Workshops and on-site application of the lectures will also be facilitated.

The Zoning officers of the following Local Government Units were identified by the
personnel of ELUPDD to be invited to the Training:

The speakers and facilitators of the Training will come from the Environmental Land
Use Planning and Development Division, particularly:
1. Engr. Alice Emma A. Pason
2. Engr. Perlita B. Calubaquib
3. Charls Edwin Bagunu, Jr.
4. Mikhwaela L. Aman

Elpidio Tabbu, Jr. of the Housing and Real estate Development Division and
Consultant James Reyes will also be invited to speak on technical topics.

FUNDING REQUIREMENT

A total budget of PHP 127,545.00 is required to cover the expenses for the Training.
Participants from the LGUs will be required to pay their registration fees.
