ACTIVITY PROPOSAL

MARKETING AGREEMENT CONTRACT SIGNING BETWEEN THE NAGPAKABANA MPC, BONBON


SAGAY UPLAND FARMERS WITH THE CAMIGUIN GENERAL HOSPITAL UNDER THE ENHANCED
PARTNERSHIP AGAINST HUNGER AND POVERTY

I. BACKGROUND AND RATIONALE

The Department of Agrarian Reform Province of Camiguin started the implementation of the
Enhanced Partnership Against Hunger and Poverty (EPAHP) in the year 2021 with successful
conduct of Marketing Agreement signing of three (3) Agrarian Reform Beneficiaries
Organizations with institutional markets, namely: Bonbon Sagay Upland Farmers Association
(BSUFA) with the Bureau of Jail Management and Penology – Mambajao District Jail,
Nagpakabana Multipurpose Cooperative (NMPC) with the Camiguin General Hospital (CGH),
and lastly, the Bacnit Multipurpose Cooperative with the Camiguin Provincial Detention and
Rehabilitation Center.

In December 2021, the Provincial Local Government Unit (PLGU) of Camiguin has executed a
Memorandum of Agreement (MOA) with the Department of Health (DOH), transferring the
management of the CGH to the latter. In order for the NMPC to sustain its marketing
activities and deliveries of agri- products for the in-patient program of the CGH under the
new management, there is a need to execute a new marketing agreement. Further, CGH
shall also execute a Marketing Agreement with BSUFA to fill in the delivery gap of the
NMPC. With the bulk of the delivery requirement of CGH and with the limited supply of the
Nagpakabana MPC, BSUFA which has bigger production shall cater the additional needs of
CGH.

The engagement of parties shall benefit a total of 39 empowered participating ARB


members composed of 26 male and 13 women who are actively involved in the production
and in the marketing activities. With additional purchases coming in for BSUFA from CGH,
additional ARB members can now participate in the marketing activities.

To successfully implement the signing of Marketing Agreements, this proposal is prepared


to request for funding support from NCO. Since DAR Provincial Camiguin EPAHP activities
are non funded under the NEP for CY 2022, hence this proposal.

II. OBJECTIVES

This activity aims to achieve the following objectives:


 discuss the roles and obligations of both partners stipulated in the Marketing
Agreement document,
 signing of the Marketing Agreement by concerned parties and witnesses; and
 conduct of site visitation to selected production areas

III. EXPECTED OUTPUT

The activity shall formalize the engagement of the NMPC with CGH as well as BSUFA with
CGH. With this marketing document, both BSUFA and NMPC shall complement their
deliveries in order to be able to timely deliver the required volume and quality of agri-
products needed by CGH.

The officials from the NCO, DOH Central Office and DAR Regional Office shall also conduct
site visit to selected production areas right after the signing of the marketing agreement.

IV. ACTIVITY SCHEDULE & PROPOSED ITINERARY

The 3-day activity shall be conducted on September 1-3, 2022 at Mambajao, Camiguin,
Region X. Hereunder is the proposed Itinerary:

V. EXPECTED PARTICIPANTS:

The involved participants are officials from the DAR National Coordinating Office (NCO) with
DOH Central Office, DAR and DOH Regional Management and staff, DAR Provincial
Management and Staff, Provincial Local Government Unit officials, DOH Camiguin officials
and ARBO representatives.

VI. BUDGETARY REQUIREMENTS


This activity shall incur a total budgetary requirement ONE HUNDRED NINE THOUSAND AND
FIVE HUNDRED FIFTY PESOS (P109,500.00) only, charged to EDES-EPAHP fund downloaded,
broken down as follows:
