Re : Request for travel order and budget for various GAD Activities for 2021
The formulation of an annual Gender and Development (GAD) Planning and Budgeting (GPB)
is mandated by the Magna Carta of Women of 2009 (MCW). Likewise, the PCW, NEDA and
DBM Joint Circular No. 2012-01, section 2.3 also states that same.
In connection with this, the Philippine Commission on Women (PCW) has already released on
August 21, 2021, Memorandum Circular (MC) No. 2021-04 entitled "Preparation and Online
Submission of Fiscal Year (FY) 2022 Gender and Development (GAD) Plans and Budgets". In
the said MC, PCW has already set the deadline of encoding and submission of GOCC’s GPB for
FY 2022 through the Gender Mainstreaming and Monitoring System (GMMS) on November 15,
2021.
And in order to formulate a sound GPB 2022 through the utilization of the HGDG, GMEF, GA and
other GAD tools, the PTNI-GFPS would like to request an estimated budget that amounts to two
hundred twenty one thousand seven hundred ninety seven pesos (P 221,797.00) for the expenses that
will be incurred during the said activities that will be held at Baguio City on November 3-7, 2021.
Mr. Leo Gellor will be the Disbursing Officer of the said cash advance.
Aside from the above-mentioned activities, PTV-GAD will also be conducting a Basic Gender
Sensitivity Training for the West Quirino Hill Women’s Organization at Barangay West Quirino
Hill, Baguio City on November 6, 2021. The organization is part of the weaving industry of
Baguio City. They continually improve and enhance their weaving skills through various
seminars and webinars conducted by different government agencies.
Furthermore, hygiene kits, basic materials for weaving and business marketing needs of these
women entrepreneurs will also be given by PTV-GAD.
B. Furthermore, we also request for the issuance of travel order for the members of the
GFPS (whose names are listed below) that will formulate the Gender Planning and
Budgeting for FY 2022 (GPB 2022).

The formulation of the GPB 2022 is very important so we can assess the current gender issues of
the agency and come up with a sound GAD plan. While the client-focused activity with the West
Quirino Hill Women’s Organization is PTV-GAD’s way of disseminating basic GAD concepts
in far-flung communities as part of our mandate as the information and communication arm of
the government as well as to sustain our GAD Mission which is to nurture gender-sensitivity and
responsiveness through continuous information and education.
