2.2 Rationale / Basic Assumptions / Justification for the Undertaking of the Project
Having our own buildings and multi-purpose hall spare us from having to rent an
office space or meeting venue every time we need one. However, there is no fund allocated
for their maintenance and/ or repair. The buildings now appear neglected and much older for
their age. Of the three buildings, only the main building had a taste of paint.
It is therefore on this premise that the allocation of funds for the repair and
improvement of the Abra Tingguian Center to enhance the working atmosphere of the NCIP
staff in the province of Abra as well as the clientele, thus, this proposal.
3. OBJECTIVES
General: To enhance the working condition of the NCIP staff and facilitate the
reception of the clientele of the office.
Specific:
a) Proposal number one, the main building: to tear up the dividing wall in the
ground floor to make the whole ground floor one big space enough to accommodate all
Provincial Office staffs (with provision for an enclosed pantry near the existing
restroom) and reception area for the public callers; Install air-conditioning units in the
ground and second floors; Make the first room in the second floor as the office of the
Provincial Officer and conference area, the other room to remain as guest room for
visiting NCIP officials and employees; Repaint the whole building (external and
internal), repair the leaks in the roof, replace broken windows, repair the restrooms;
Provide additional three (3) office desk and chairs, one executive table and chair.
c. Proposal number three, the multi-purpose hall: Paint the posts and stage;
install electrical outlets and lighting fixtures; install two (2) units ceiling fans.
4. PROJECT DESCRIPTION
The actual implementation of the project shall be undertaken by NCIP staff. The
recipients/beneficiaries of the stocks shall be responsible of raising the said goats and
shall be turned over to the next set of beneficiaries after one kidding to ensure the
continuity of the project, thus benefiting a greater number of beneficiaries.
