This is to inform our members that the LIGA NG MGA BARANGAY SA PILIPINAS will be holding
the 2022 NATIONAL BARANGAY CONGRESS & FORUM ON BARANGAY YOUTH AND GENDER
DEVELOPMENT which will be held at the MARRIOT GRAND BALLROOM, NEWPORT BOULEVARD,
PASAY CITY on AUGUST 23 to 25, 2022 with the our revolutionized theme “Barangayanihan Bangon
Mamamayan (BBM)”

This long awaited event is very critical in the continuation of Better Barangay Governance as we face
new challenges in the coming years.

Critical issues on PANDEMIC ECONOMIC RECOVERY, DEVOLUTION REVOLUTION and the

MOST CRITICAL LOBBY FOR THE POSTPONEMENT OF THE DECEMBER 5, 2022 SK & BARANGAY
ELECTIONS are to be addressed and discussed.

APPEAL AND LOBBY FOR THE POSTPONEMENT OF THE
DECEMBER 5, 2022 SK AND BARANGAY ELECTIONS

Article X. Section 1d of the 2022 Liga Constitution and By Laws states that “The Liga …
shall have the following meetings which shall be held in a place accessible to the
public and equipped with the facilities for the proper conduct of meetings..”

This MEETING IS VERY CRUCIAL TO ALL LIGA NG MGA BARANGAY CHAPTERS and
ATTENDANCE IS REQUIRED as mandated in the Liga Constitution and By Laws under Article VIII on the
Powers and Duties of the National and Local Executive Board that it is the Local Liga Presidents responsibility
to “represent the Liga Chapter in cases where such representation is needed… “

Article XII. Section 3.h of the Liga Constitution and By Laws stipulates “The following
shall constitute grounds for removal or suspension.. Insubordination as
manifested by refusal to obey … directive, memorandum of the Liga.”

 The following important issues shall be discussed:

2. ROLES OF BARANGAY IN DRUGS DEMAND REDUCTION
3. DSWD AVAILABLE PROGRAMS FOR BARANGAY AVAILMENT
4. POST PANDEMIC ECONOMIC RECOVERY
5. BANGON PILIPINAS BAGONG BARANGAY
6. BARANGAY GENDER & DEVELOPMENT AGENDA
7. MAGNA CARTA FOR WOMEN
8. BARANGAY YOUTH DEVELOPMENT AGENDA
9. THE LOBBY FOR THE POSTPONEMENT OF THE BARANGAY ELECTIONS
A registration fee equivalent to NINETEEN THOUSAND EIGHT HUNDRED PESOS (P 19,800) shall
be collected to defray the costs of expenses in hotel accommodations, meals, venue, tokens and other
logistics requirements.

For the safety of all participants, we will be implementing the following protocols:

1. NO WALK-IN REGISTRATIONS WILL BE ALLOWED.

All delegates MUST BE PRE-REGISTERED and PRE-SCREENED.
2. PHOTOCOPY OF VACCINATION CARD MUST BE ATTACHED IN THE REGISTRATION
FORM.
3. UNVACCINATED DELEGATES OR THOSE WITH SINGLE VACCINE SHOT MUST
SUBMIT A NEGATIVE ANTIGEN TEST DONE 48 HOURS PRIOR TO THE DATE OF THE
EVENT.
4. All guests will be required to FILL UP A HEALTH DECLARATION.
5. THE HOTEL IS STRICT. NO SNEAK-INS WILL BE ALLOWED.
6. ONLY REGISTERED GUESTS WILL BE ALLOWED IN THE PLENARY.
7. Delegates shall be carrying a Travel Order from their respective Local Government Units as
well as a Travel Authority from their respective Provincial / City Liga President;
8. Social Distancing set up based on DOT Standards shall be complied;
9. All meals & utensils are packed in the highest industry standards;
