ORGANIZATION OF THE RETOOLED COMMUNITY SUPPORT PROGRAM (RCSP) TEAM

WHEREAS, President Duterte issued Executive Order No. 70 in December 2018 establishing a
whole-of-nation approach in ending local communist armed conflict through the creation of a national
task force (NTF) that will take the lead in institutionalizing a national peace framework;

WHEREAS, on August 6, 2019, Department of the Interior and Local Government (DILG)
issued Memorandum Circular No. 2019-125, which provides for the guidelines for the local government
units in the implementation of said Executive Order No. 70, s. 2018;

NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del Sur, by virtue
of the powers vested in me by law, do hereby order:

SECTION 1. Organization. The City Retooled Community Support Program (RCSP) Team is
hereby organized to be composed of the following:

SECTION 2. Functions. The City Retooled Community Support Program (RCSP) Team shall:
a. Ensure the creation of Barangays Task Force which shall complement EO No. 70
within their areas of jurisdiction;
b. Take the lead in the planning and implementation of the Retooled Community
Support Program (RCSP); and
c. Perform other functions as necessary.

SECTION 3. Repealing Clause. All other existing orders or issuances inconsistent with this
Executive Order are hereby revoked and/or rescinded accordingly.

SECTION 4. Effectivity. This Order shall take effect immediately.
