AN ORDINANCE CREATING THE BARANGAY SEAL OF GOOD LOCAL


GOVERNANCE COMMITTEE IN THE MUNICIPALITY OF PLARIDEL, MISAMIS
OCCIDENTAL, PROVIDING ITS POWERS AND FUNCTIONS AND FOR OTHER
PURPOSES

Be it ORDAINED by the Members of the Sangguniang Bayan in session that:

SECTION 1. TITLE. This Ordinance shall be known as “An Ordinance Creating


the Barangay Seal of Good Local Governance Committee in the Municipality of Plaridel,
Province of Misamis Occidental”

SECTION 2. PURPOSE. To institutionalize a Barangay Seal of Good Local


Governance Program, a system of recognition and incentive awards for barangay
governments of the Municipality of Plaridel and to provide access to the 20%
Development Fund and other incentive mechanisms available.

SECTION 3. SCOPE/COVERAGE. This policy shall cover all 33 barangays in


the Municipality which shall be subjected to the BSGLG assessment, their Punong
Barangays and Members of the Sanggunian. It also covers the roles and responsibilities
of stakeholders for the successful implementation of the program.

SECTION 4. CREATION OF BSGLG COMMITTEE. There is hereby created a


Barangay Seal of Good Local Governance (BSGLG) Committee to be composed
of the following:

SECTION 5. BSGLG COMMITTEE ROLES AND FUNCTIONS. The BSGLG


Committee shall have the following duties and functions:

1) Formulate and decide on the Core and Essential areas including the assessment
criteria and indicators, according to the development priority and thrust of the
Local Government Unit of Plaridel.
2) Create a BSGLG Assessment Team and appoint members from among the
Committee to be chaired by the MLGOO/DILG.
3) Ensure that the appointed Assessment Team Members are expert in the
identified criteria and indicators for the assessment process.
4) Set a definite schedule to undertake the BSGLG Program.
5) Upon receipt of the Official List of BSGLG Awardees from the Assessment Team,
the Committee shall confirm the same and furnish the result to all 33 Barangays.
6) Appropriate funds for the overall implementation of Barangay Seal of Good Local
Governance Program.
7) Determine rewards and incentives for the BSGLG Awardees in the form of
development projects.
8) Continuously monitor the performance of the BSGLG Awardees.
9) Perform other duties and functions as the committee may decide.

SECTION 6. ROLES AND FUNCTIONS OF THE BSGLG ASSESSMENT


TEAM. The BSGLG Assessment Team shall have the following roles and functions:

The Team shall conduct an orientation to all barangays on the BSGLG Program
one month prior to the validation process. It shall do a validation and certification

through documentary review, interview and onsite inspection to ensure reliability and
quality of barangay data.

Immediately after the validation and certification processes, it shall render a


Governance Assessment Report in an Exit Conference, where the barangay shall be
provided with information on its overall performance through the Governance
Assessment Report and recommendations.

With the use of an Assessment Tool, it shall determine and indorse on time the
Official List of BSGLG Awardees to the BSGLG Committee, through the Chairman, for
approval.

SECTION 7. BARANGAY ROLES AND FUNCTIONS. Each Barangay is an


automatic entry to the BSGLG Program. The Barangay must ensure accessibility of data
particularly to the BSGLG Assessment Team. It shall cooperate with the BSGLG
Assessment Team in the conduct of validation and certification through documentary
review, interview and onsite inspection to ensure reliability and quality of data.

SECTION 8. ANNUAL APPROPRIATION. The BSGLG Program Awards


(through development projects) shall be annually appropriated in the 20% Development
Fund, provided that they conform with the latest guidelines and issuances on the
utilization of the 20% Development Fund. Other expenses in the implementation of the
BSGLG Program shall be taken from the available funds of the Municipal Mayor’s Office.

SECTION 9. SEPARABILITY CLAUSE. Any section or provision of this


Ordinance may be held unconstitutional or invalid by competent authority, such
judgement or action shall not affect or impair the other sections or provisions hereof.

SECTION 10. REPEALING CLAUSE. All existing ordinances, resolutions,


memoranda and policies inconsistent with the provisions of this ordinance are hereby
repealed or modified accordingly.

SECTION 11. EFFECTIVITY CLAUSE. This municipal ordinance takes effect


immediately.

ENACTED UNANIMOUSLY, this 2nd Special Session of the 28th Sangguniang


Bayan of Plaridel for CY 2019 dated February 18, 2019.
