EXECUTIVE ORDER No. 17
Series of 2021

IMPOSING GRANULAR LOCKDOWN IN BARANGAY POBLACION, TAGLATAWAN,

SALVACION, CAGBAS, CALAITAN AND MAYGATASAN

WHEREAS, the general welfare clause of RA 7160 mandates local government

units, including the barangays, to protect and promote the right to health of its people;

WHEREAS, earlier today, September 11, 2021, Reverse Transcriptase-Polymerase

Chain Reaction (RT-PCR) test results with those suspected CoViD-19 came back positive,
thus, there is a need to implement granular lockdown in certain barangays in the City to
preempt the possible massive spread of infection;

NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del
Sur, by virtue of the powers vested in me by law, do hereby DIRECT the following:

1. Portions of Purok 1, 7, 12 and 23 of Barangay Poblacion; portions of Purok 8

of Barangay Taglatawan; portions of Purok 19 of Barangay Salvacion; entire
Purok 1 of Barangay Cagbas; entire Purok 1 of Barangay Calaitan and the
whole Barangay Maygatasan are placed under focused
containment/community quarantine, and strict, mandatory home quarantine
as such:

a. No person shall be allowed to go out of his/her house.

b. All residents of these particular areas shall be subject to quarantine
protocols and testing procedures as directed by the City Inter-Agency
Task Force.
c. All activities in the said areas shall be suspended starting 12 noon
tomorrow (Sunday), September 12, 2021, EXCEPT for businesses that
can continue to operate as essential services.
d. All establishments and workplaces in the identified areas shall be closed
immediately.
e. The PNP-Bayugan City, in coordination with the officials of said
Barangays, including the assigned personnel of the City Inter-Agency
Task Force, shall cordon off the entry and exit points of the above-
mentioned areas, and shall man and patrol the perimeter 24/7. Thus, the
public is also advised to refrain from going into these areas.
f. Persons and/or business owners violating this Order may be arrested and
charged under Section 9 of RA 11332, which penalizes non-cooperation
of person or entities affected by a health event of public concern and
Article 151 of the Revised Penal Code (Resistance and Disobedience to
a Person in Authority).

2. This Order shall be effective immediately starting 12 noon tomorrow,

September 12, 2021 (Sunday) and shall remain in force until further notice,
and may be extended.

ISSUED this 11th day of September 2021 at the City Mayor’s Office, Bayugan City,
Agusan del Sur, Philippines.
