PRESCRIBING LOCALIZED GUIDELINES IN THE OBSERVANCE OF 2021 ‘UNDAS’

WHEREAS, on October 14, 2021, the Honorable Agusan del Sur Provincial Governor
Santiago “Santi” B. Cane, Jr. issued Memorandum Circular addressed to all city/municipal mayors of
the province for the creation of executive order regulating all activities relating to the observance of
‘Undas’ season;

WHEREAS, the whole Province of Agusan del Sur, being placed by the Department of
Health – Caraga Region (DOH–13) under Alert Level 4, is under General Community Quarantine
(GCQ) as classified by the Inter-Agency Task Force for the Management of Emerging Infectious
Disease (IATF-EID) through its Resolution No. 141-A;

WHEREAS, it is necessary to still implement precautionary measures in the whole city so as

to prevent the further spread and transmission of CoViD-19;

NOW THEREFORE, I, KIRK A. ASIS, City Mayor of Bayugan, Agusan del Sur, by virtue of
the powers vested in me by law, in accordance with the existing guidelines, protocols, and
structured procedures under the General Community Quarantine (GCQ), including the set of
regulatory actions in the above-mentioned Circular, do hereby ORDER the following:

a. All public and private memorial parks, cemeteries and similar places shall be closed to
visitors from October 29 (Friday) to November 3, 2021 (Wednesday) EXCEPT for burial
rites, provided, that the minimum health and safety protocols are strictly observed.

b. Number of visitors on the dates outside the above-cited period shall be limited in
conformance with the orders and policies to be issued by the IATF-EID.

c. All visitors shall always wear face mask and face shield, and shall observe proper social
distancing.

d. Age restrictions shall not be applied to visitors of the aforementioned places.

e. The PNP-Bayugan City and other force multipliers shall conduct frequent foot patrol in
these private and public memorial parks, cemeteries and similar places.

f. Persons and/or owners/operators violating this Order may be arrested and charged
under Section 9 of RA 11332, which penalizes non-cooperation of person or entities
affected by a health event of public concern and Article 151 of the Revised Penal Code
(Resistance and Disobedience to a Person in Authority).

g. All laws and legal orders that have been issued by the duly constituted authorities are
hereby incorporated herein and made integral parts hereof.

h. All other existing orders or issuances inconsistent with this Executive Order are hereby
revoked and/or rescinded accordingly.

i. This Order shall take effect immediately.

ISSUED this 18th day of October 2021 at the City Mayor’s Office, Bayugan City, Agusan del
