SUBJECT : IMPMENTATION OF BARANGAY ROAD CLEARING


OPERATIONS

This has reference to DILG Memorandum Circular No. 2020-027 dated February 7, 2020
entitled “Continued implementation of the Presidential Directive to clear roads of illegal
obstructions (Road Clearing 2.0) and DILG Memorandum Circular No. 2022-085 dated June 20,
2022 entitled Implementation of Road Clearing in the New Normal.
In view of the above, please be reminded that above-mentioned MCs provides for the
additional roles of Local Chief Executive which states the following:
 All Punong Barangay shall be in charge of the conduct road clearing operations in
barangay roads and minor public-use streets within their jurisdiction, as well as the
maintenance of other local roads turned over by the city or municipal government.
Further, they shall harmonize barangay ordinances with this directive, collaborate
and coordinate with the Mayor in regards to road clearing, and undertake
information campaigns in their respective barangays. Reports on barangay
compliance shall be submitted monthly to this Department, through the National
Barangay Operations Office, pursuant to DILG Advisory dated January 8, 2020.

 Conduct regular road clearing operations in all barangay roads, and implement
policies for the efficient use of the same, such as the enforcement of no parking, one-
side parking, or other similar strategies, in accordance with the ordinance duly
enacted by the Sangguinang Bayan.Panlungsod.
Further, please be reminded to submit your compliance report in accordance with
provisions stated. Most of the reports submitted to this office indicated compliance of the regular
clean-up drive and not road clearing operation. These were two separate reports which you can
do at the same time BUT ENSURE THAT:
 DILG MC 2019-09 dated January 24, 2019 entitled “Observance of the Weekly Clean-up
Drive relative to the Manila Bay clean-up, Rehabilitation and Preservation Program” and
Section 20 of Republic Act No. 9275 or the Philippine Clean Water Act of 2004 were

implemented for the management and improvement of water quality within respective
jurisdiction. You can organize clean-up drive in areas such as but not limited to, coastal
areas and/or inland water system, and
 Observance of guidelines in road clearing operations as the following
o Road Clearing shall mean the removal of illegal or unauthorized road obstructions
along the road right-of way, which encompasses the entire width of the road
carriageway (including travelway for motor vehicles and road shoulders) and
sidewalk.
o Road obstruction are structures, materials or activities within the road right-of-way
that impede the free and clear passage of motor vehicles or pedestrians and/or poses
danger or cause injury to motorist, pedestrians, or occupants or nearby structures.
These include, but are not limited to:
 Vehicle parked in prohibited places as specified in Section 46 of Republic
Act 4136 or the Land Transportation and Traffic Code, or sidewalks, paths,
or alleys not intended for vehicular parking pursuant to Section 52 of the
same Republic Act
 Vehicular terminals except in areas designated by the concerned LGU
 Vending sites for any kind of item
 House encroachments that obstruct the road right-of-way, protruding gates,
conduct of household activities, and tents, except those being temporarily
used for funerals and other similar activities
 Store encroachments and indiscriminate signage and advertisements
 Obstructing barangay outposts, halls, markers, and directories
 Conduct of sports, sports facilities, and other related activities
 Drying of rice or other crops
 Construction materials including sand, gravel, cement, steel bars, logs and
the like
 Debris, waste materials and other junked items
 Other structures, materials, or activities identified by the LGU as
obstructions through their road inventory
o Obstructing and/or hazardous trees may be pruned or removed by LGU in
accordance with DENR rules
