EXECUTIVE ORDER NO.

47, SERIES OF 2021

IMPLEMENTING HEIGHTENED COMMUNITY QUARANTINE IN SELECTED COMPONENT


LOCAL GOVERNMENT UNITS OF LA UNION FROM OCTOBER 1 TO 14, 2021 DUE TO
INCREASE IN NUMBER OF ACTIVE CASES AND PRESENCE OF DELTA VARIANT
IN THE PROVINCE

WHEREAS, the Inter-Agency Task Force for Emerging Infectious Diseases


(IATF-EID) has classified the Province of La Union under Modified General
Community Quarantine (MGCQ);
WHEREAS, in the previous weeks, the undersigned issued several Executive
Orders to impose Heightened Community Quarantine in the City of San Fernando
and Municipalities of Bauang and Agoo due to increase in active cases in the
localities;
WHEREAS, on September 24, 2021 the Provincial Government received a
report from the Department of Health (DOH) identifying the presence of Delta
Variant Cases in La Union: 1 in Agoo, 1 in Bacnotan, 2 in Bauang, 1 in Naguilian, 2
in San Fernando and 1 in San Juan. To date, all identified Delta Cases have
already recovered;
WHEREAS, as of September 27, 2021 the Province is at High Risk Level with a
total of 3,008 Active Cases, 25.82% 2-Week Growth Rate and 25.57% Average
Daily Attack Rate (ADAR);
WHEREAS, the Provincial Government received several requests for
Heightened Community Quarantine from Component Local Government Units
(LGUs);
WHEREAS, on September 29, 2021, the Provincial Core Team Against
COVID-19 (PCTAC), together with the City and Municipal Mayors, met to assess
the recommended risk classification of the 20 Component LGUs and considered
the following: (1) Number of Active Cases; (2) Presence of Delta Variant; (3) 2-
week Growth Rate; (4) Doubling Time; (5) Average Daily Attack Rate; and (6)
Isolation Facility Occupancy Rate;
WHEREAS, resulting from the discussion with the LCEs of the Component
LGUs, there is a need to implement heightened community quarantine in
selected localities to arrest the further spread of the virus; and
WHEREAS, IATF Resolution No. 30, Series of 2020 dated April 29, 2020, and
Presidential Executive Order No. 112, Series of 2020 dated April 30, 2020,
authorized the Provincial Governors to impose, lift, or extend community
quarantine in component cities and municipalities subject to the approval of the
Regional Inter-Agency Task Force against CoViD-19.

NOW, THEREFORE, I, FRANCISCO EMMANUEL “PACOY” R. ORTEGA III,
Governor of the Province of La Union, by the powers vested in me by law, do
hereby ordain the following:

SECTION 1. Community Quarantine Classification - As consulted with the


different Local Chief Executives (LCEs) concerned, the community quarantine
classifications of the following component Local Government Units (LGUs) are
hereby imposed from October 1-14, 2021:

QUARANTINE CLASSIFICATION CITY/MUNICIPALITY

Modified Enhanced City of San Fernando, Agoo, Balaoan,


Community Quarantine Bauang, Sudipen
(MECQ)

General Community Aringay, Bacnotan, Bagulin, Bangar, Burgos,


Quarantine (GCQ) Caba, Luna, Pugo, San Juan, Santo Tomas

Modified General Community Naguilian, Rosario, San Gabriel, Santol, Tubao


Quarantine (MGCQ)

The LCEs are hereby directed to reiterate their respective protocols during
the period stated and to ensure compliance with the Operational Guidelines on
the Application of Zoning Containment Strategy in the Localization of the
National Action Plan Against COVID-19 Response and other related issuances of
the IATF and National Government Agencies.

Notwithstanding the foregoing, the LCEs may impose granular lockdown, if


necessary, on their respective component barangays by virtue of the authority
granted to them under IATF guidelines, and subject to the approval of the Region-
1 Inter-Agency Task Force (RIATF).

SECTION 2. Penalties for Violation of Health Protocols; Curfew - Any


violation of prescribed protocols shall be punished under applicable
Provincial/City/Municipal Ordinances enacted, as well as related national laws,
rules and regulations.

Uniform curfew hours pursuant to Provincial Ordinance No. 298-2021 shall


be strictly implemented.

SECTION 3. Reporting - Concerned LCEs are hereby enjoined to submit to


the Provincial Government of La Union (PGLU), through the Provincial Core Team
Against CoViD-19 (PCTAC), a terminal report after the expiration of the period
covered assessing the impact of the heightened quarantine classification in
containing the spread of the virus in their respective jurisdictions as basis for future
decision making.

SECTION 4. Inter-Agency Coordination - The PCTAC-HERMESC, the PNP-


LUPPO, and other concerned government line agencies, are hereby directed to
coordinate with, and assist, the above-mentioned LGUs in the implementation of
their respective quarantine protocols.

SECTION 5. Effectivity - The quarantine classifications shall be effective on,
and shall be automatically lifted on, the period stated above, unless sooner
revoked or extended, with the concurrence of the RIATF, and all guidelines,
protocols, rules, and regulations in the implementation thereof shall be revived
and be made applicable.
