ESTABLISHMENT OF BARANGAY COVID 19 OPERATIONS CENTER AND

ORGANIZATION OF BARANGAY TANOD HEALTH PATROL IN BARANGAY TAGAY,
BURUANGA AKLAN
WHEREAS, pursuant to Republic Act. No.11332 it is the policy of the state to
protect and promote the right to health of the people and shall endeavor to protect
people from public health threats; and the state recognizes epidemics and other public
health emergencies as threats to the public health and national security, which can
undermine the social, economic, and political functions of the state;
WHEREAS, the Inter-Agency Task Force for the Management of Emerging Infectious
Diseases (IATF) has adopted the Omnibus Guidelines in the Implementation of Community
Quarantine in the Philippines (with Amendments as of May 20, 2021), wherein various levels of
Community Quarantine have been defined and specific guidelines therein have been stated,
providing for the prohibitions/limitations on public and mass gatherings;

WHEREAS, the Department of the Interior and Local Government (DILG) issued
Memorandum Circular No. 2021-050 dated May 7, 2021, with the subject: “Directives on the
Roles of the LCEs in the Implementation of Minimum Public Health Standards Especially on the
Prohibition Against Public or Mass Gatherings”, a reminder to all Local Government Units to
adopt, coordinate and implement guidelines which the IATF may issue on the COVID19
situation;

WHEREAS, DILG Memorandum Circular No. 2021-058 dated May 31, 2021 entitled:
“Intensifying/Prohibition of Holding of Holding of Activities as Sources of Virus
Superspreaders.”, stated therein that Punong Barangays are directed to implement strict
protocols, control measures and enforce minimum health protocols in their respective barangays;

WHEREAS, DILG MC 2021-058, sub paragraph No. 2 further states: Punong Barangays
are mandated to organize Barangay Covud-19 Operations Cenrer and Barangay Tanod Health
Patrol to enforce surveillance, monitoring and reporting of public gatherings, according to their
local Covid19 situation and resources;

NOW THEREFORE, 1 Inday Badiday, Punong barangay of Barangay Tagay,

Municipality Of Ibajay, Province of Aklan, by the power vested upon me by law, do hereby
order:

SECTION 1. ESTABLISHMENT OF BRGY. COVID19 OPCEN –

1.1 The Barangay Health Information Center Unit (BHIC Executive Order 04, series
of 2020 dated March 30, 2020) shall also be the Barangay Covid19 Operations
Center

1.2 Purpose and Function:

 Serve as an information facility wherein all reports and other pertinent
documents regarding Covid19 within the barangay
  Serve as advanced command post and provide accurate exchange of
information for appropriate action and response
 Provide emergency numbers for reporting of incidents of mass gathering
and other Covid19 issues and concerns
 Facilitate the reporting of COVID2019 related information as
requested by the higher authority.

SECTION 2. – ORGANIZATION OF BARANGAY TANOD HEALTH PATROL –

2.1 Composition:

2.2. Duties and Functions

a. Ensure strict monitoring and implementation of minimum health protocols in

their areas of responsibility
b. Enforce surveillance, monitoring, reporting of public gatherings, according to
the local COVID situations and resources
c. Regularly inspect, especially on weekends and public holidays, sports,
recreation and leisure facilities to ensure that social distancing is being
maintained at all times with the LGU, PNP, BFP and PCG
d. Consistent with applicable IATF regulations and municipal ordinances, may
regulate, limit or prohibit public gatherings such as drinking, sabong, tupada,
fiesta, parades, beauty contests, procession and other religious events, cultural
festivals
e. Provide emergency numbers to the community members for reporting of
incidents of mass gathering and other Covid19 issues and concerns
f. Enforce other necessary measures consistent in the implementation of
regulations pertaining to Covid19 of higher authorities

Section 3. EFFECTIVITY – This Executive Order shall take effect immediately.
